Cost Consultant, Project Controller & Scheduler
Location Hybrid office/remote - UK office (Central Cardiff) combined with hybrid working arrangements. Client is happy with flexible working and would require you in the Cardiff office minimum of 5 times a month.
May involve occasional travel depending on project locations.

My client are a specialist consultancy and has a reputation for thinking 'outside the box' to come up with new solutions and supporting their clients by tracking the latest industry and regulatory trends. They are an independent, international consulting practice that employs around 150 staff in the Cardiff office but can work collaboratively with international colleagues located in sister practices.

The Role:
We are seeking a Cost Consultant, Project Controller & Scheduler who will be responsible for the integrated management of both cost and schedule aspects of projects. This role involves developing, monitoring, and controlling project budgets and timelines, working with the Project Manager to ensure that projects are completed on time, within budget, and according to scope. The Cost and Schedule Engineer collaborates with project managers, engineers, scientists, sub-consultants and other stakeholders to provide accurate financial and schedule data, helping to identify potential risks and propose corrective actions.
Key Responsibilities:
- Cost Estimation and Budgeting:
- Develop detailed cost estimates based on project scope, specifications, and requirements.
- Establish and manage project budgets, ensuring alignment with project goals and constraints.
- Work with project teams to refine cost estimates and budgets as project details evolve.
- Schedule Development and Management:
- Create and maintain detailed project schedules using scheduling software (e.g., Primavera P6, MS Project).
- Monitor project timelines, ensuring that all activities are on track and deadlines are met.
- Identify schedule variances and work with the project team to implement recovery plans.
- Cost and Schedule Control:
- Track and monitor both cost and schedule performance, comparing actual results against planned targets.
- Analyse variances and provide detailed explanations, including recommendations for corrective actions.
- Implement cost and schedule control measures to prevent overruns and delays.
- Integrated Project Reporting:
- Prepare regular reports that integrate cost and schedule data, providing a comprehensive view of project performance.
- Generate earned value analysis (EVA) reports, highlighting key project performance indicators such as cost performance index (CPI) and schedule performance index (SPI).
- Present findings to project stakeholders, offering insights into potential risks and opportunities.
- Change Management:
- Assess the impact of project changes on both cost and schedule, providing detailed analysis and forecasts.
- Update budgets and schedules as necessary to reflect approved changes.
- Ensure that all changes are documented and communicated to relevant stakeholders.
- Risk and Opportunity Management:
- Identify cost and schedule risks and work with the project team to develop mitigation strategies.
- Explore opportunities for cost savings and schedule optimization, recommending adjustments to the project plan.
- Monitor external factors such as market trends and resource availability that could impact cost and schedule.
- Documentation and Compliance:
- Maintain accurate and up-to-date records of project costs, schedules, and change logs.
- Ensure compliance with company financial policies, procedures, and reporting requirements.
- Provide and necessary document control associated with the project.
Required Qualifications:
- Bachelor's degree in Science or Engineering.
- Proven experience in cost engineering, scheduling, or a related project controls role.
- Proficiency scheduling tools (e.g., Primavera P6, MS Project).
- Strong understanding of project management principles, including budgeting, scheduling, and financial analysis.
- Excellent analytical skills with attention to detail.
Preferred Qualifications:
- Certification in Cost Engineering or Scheduling (e.g., Certified Cost Professional - CCP, PMI-SP).
- Experience in a specific industry relevant to the company's projects (e.g. environmental, water, ground engineering)
- Familiarity with Earned Value Management (EVM) and other advanced project control techniques.
