The Learning and Development Lead Opportunity

It s an exciting time to join our newly restructured People team at Castle Point. We are on a journey to transform employee experience at Castle Point and this role is critical to ensuring the Council achieves its ambitions. The purpose of this role is to shape and deliver the Council s Learning and Development strategy and plans, including a corporate training programme, leadership and management development and service specific training requirements.

The postholder will be responsible for promoting excellence in learning and will work collaboratively with the wider People team and colleagues across the council to implement the Learning and Development proposition. This includes design, commissioning and delivery of blended modules of leaning and creating a robust infrastructure to support the delivery of learning.

Accountabilities

  • Lead an innovative approach to learning and development activity, driving the delivery of the learning and development strategy and deliver against short, medium and long term priorities.
  • Ensure plans and strategies are affordable, sustainable, resilient and understood by all colleagues.
  • Partner with managers across the Council, offering expert advice and guidance of all L&D matters and ensure solutions address service specific needs.
  • Improve leadership and management capability through the design and delivery of leadership and management learning solutions.
  • Maximise the use of blended learning and digital solutions available to ensure learning is accessible, relevant and flexible in its delivery.
  • Direct delivery of learning and development activity including training sessions and workshops as appropriate.
  • Support the design and implementation of professional development including coaching and mentoring programmes.
  • Working collaboratively, share best practice across key stakeholders.
  • Evaluate and assess the impact of all L&D activity against agreed measures and KPI s, adapting the programme as required.
  • Work closely with external training providers to establish a network of approved learning providers that meet the Council s requirements in line with procurement procedures.
  • Develop a mentoring programme and work closely with People team colleagues to ensure L&D activities support wider corporate objectives such as talent management and succession planning.
  • Specific individual and shared targets and objectives are defined annually within the performance management framework.

The Experience You Will Bring

  • Specialist knowledge of L&D to degree level or possess equivalent skills, knowledge or experience
  • Relevant Leadership and Management or Coaching qualification
  • Understanding of national initiatives, such as apprentice levy and how to use to benefit of the Council
  • Demonstrable experience of delivering L&D initiatives aligned to strategy
  • Demonstrable experience of managing and developing L&D programmes
  • Demonstrable experience of delivering training, coaching and / or facilitation
  • Experience of using different methods / blended approaches to delivering L&D activity
  • Ability to influence, build and maintain relationships and work collaboratively with key stakeholders
  • Understanding of and commitment to principles of equality and diversity and compliance with Council policies
  • Professional / specialist knowledge of equality, diversity and inclusion
