Job description

This job role will have a particular emphasis on ensuring high quality early years provision both in schools and PVI settings all children aged 0 - 5 years, including those with a special educational need and/or disabilities. This will be achieved through supportive visits, advice, training, network meetings and through implementing recognised quality assurance schemes for all early education and childcare settings within the London Borough of Sutton.

PRINCIPAL ACCOUNTABILITIES

  1. To have due regard for safeguarding and promoting the welfare of 0 - 5-year-old children and to follow the child protection procedures adopted by the Cognus Limited, the School and Sutton Council's Safeguarding Children's Partnership.
  2. To ensure that all 0 - 5-year-olds receive high quality early years provision, as reflected in the Early Years Foundation Stage revised Framework.
  3. To ensure that you bring forward your outstanding practice and innovative ideas, to challenge areas where the Local Authority/Cognus can improve the outcomes for 0 - 5-year-olds within the Local Area.
  4. To take reasonable care for the health and safety of yourself and other persons who may be affected by your acts or omissions at work. Co-operate with Cognus/LBS to enable them to perform or comply with their duties under statutory health and safety provisions.
  5. To take positive action to ensure a thorough understanding of a positive commitment to equality in both service delivery and employment practices.
  6. To promote equality and inclusion, particularly for disadvantaged families, children looked after, children in need and children with disabilities or special educational needs.
  7. To ensure a cohesive joined up approach to improving outcomes for 0 - 5 year-olds, across the whole of the early years sector, so that children are school ready.

COMPETENCIES

a) To have a key role in improving the quality of provision in PVI settings and schools across the London Borough of Sutton, to enable improved outcomes for children at the end of the Early Years Foundation Stage - including those with a special educational need and/or disability.

b) To be fully aware of all the current Early Years Safeguarding legislation (Keeping Children Safe in Education - KCSiE, Working Together to Safeguard Children, What to do if you are worried a child is being abused). To be able to disseminate this information through training and Network and termly DSL update meetings.

c) To use available data and information, to effectively inform frequency and type of visits that take place.

d) To ensure that professionals receive the necessary support to enable them to provide quality first provision for all their children aged 0 -5 years- of- age.

e) Working in a multi-agency approach, to support improvements being made for all children aged 0 - 5 years, across the Borough.

f) To support the delivery of termly Early Years network meetings, so that those working with children, are effectively supported in their role

g) To work with PVI settings and schools, to narrow the gap for all children including vulnerable groups, to enable them to achieve a Good Level Development (GLD)

h) To keep accurate records, prepare regular reports and maintain appropriate documentation relating to work undertaken.

i) To keep abreast of Department of Education (DfE) and Ofsted guidance, national and local issues.

j) To ensure that any advice communicated to providers is accurate, correct, consistent and well presented in a clear and accessible format.

k) To plan and deliver quality training to both PVI settings and schools. Review training once it has taken place.

i) To encourage practitioners to access appropriate training courses, both local and national.

m) To work closely with PVI settings and schools, to promote better partnership working, to ensure smooth transitions for children moving from early years settings to school and between schools.

n) To attend team meetings and Cognus all staff meetings.

o) To attend compulsory annual Safeguarding training and conference. To work collaboratively with Cognus colleagues and professionals within the Local Area, to ensure that PVI settings and Schools, deliver good or better provision and the needs of all 0 - 5-year-olds are met.

  9. Recent and varied experience of working within the early years' foundation stage with children aged 0 - 5 years. (E)
  10. Successful experience of raising standards through leading the improvement of provision for 0 - 5- year- olds.(E)
  11. Extensive experience to monitoring and evaluating children's outcomes, in addition to planning provision to meet developmental needs. (E/I)
  12. Recent experience of developing action plans to support colleagues to further develop their practice. (E/I)
  13. A track record of effective team work to support improved outcomes for children. (E/I)
  14. Recent experience of supporting a colleague, PVI setting or school in need of making improvements . (E/I)
  15. Values strong partnership working with PVIs, schools and all other key stakeholders, ensuring a multi-agency approach. (E/I)
  16. Strong organisational skills and able to meet strict deadlines (E/I/S)
  17. Ability to communicate with compassion and authority in challenging situations (E/I/S)

  25. Advisers will be required to work outside their normal hours contracted hours, (in the evening and at occasionally at weekends when necessary) (E/I/S)
  26. Ensure GDPR protocols are adhered to at all times in relation to data. (E)

  28. Full clean driving licence with access to a vehicle, to enable visits to PVI settings and schools to be made in a timely manner (E)
