Introduction

The Project Delivery Team, part of the In-House Services and Estates Directorate (IHSE), is responsible for maintaining and improving the historic buildings of Parliament. As custodians of the Parliamentary Estate, we ensure that our heritage buildings are preserved while creating the best possible working environments. We oversee 120 ongoing projects with an annual spend of £200m and a portfolio value of £1 billion. Our mission is to support a thriving parliamentary democracy while managing costs, enhancing quality, and providing career development opportunities for our team.

The Role

As a Senior Quantity Surveyor, you will report to the Head of Cost, playing a key role in delivering major capital construction projects across the Parliamentary Estate. The successful candidate will work closely with Portfolio Directors, overseeing commercial and financial aspects of projects while managing consultants and contractors to ensure smooth delivery within cost and time constraints.

Some of the key responsibilities for this role include:

  • Providing financial and commercial guidance to the wider IHSE team
  • Advising on contractual and commercial matters across assigned projects
  • Producing regular financial reports and managing risk assessments
  • Managing supplier contracts, procurement processes, and framework orders
  • Administering NEC 3&4 contracts and overseeing change management processes

Skills and Experience

To be successful in this role, you will demonstrate:

  • Professional expertise: Degree in Quantity Surveying and membership of the Royal Institute of Chartered Surveyors (or in the process of attaining)
  • Commercial management experience: Proven experience delivering major capital construction programmes
  • Stakeholder management: Ability to build strong, collaborative relationships with diverse stakeholders
  • Risk management expertise: Solid understanding of risk management techniques and budgeting processes
  • Autonomous working: Ability to work independently while contributing to a large, integrated team
