Environmental Health Officer

Kensington

Contract
£26.56 per hour PAYE

Our client is looking for an experienced Environmental Health Officer.

Carrying out investigations of complaints and workplace accidents, undertaking health and safety topic inspections and massage and special treatment licensing renewal visits.

Hybrid working - at least 3 days in the office


To protect the health, safety and welfare of employees and others in the Royal Borough of
Kensington and Chelsea through the enforcement of health and safety standards in
commercial premises and work activities.

Essential:

• Degree or Diploma in Environmental Health recognised by the Chartered Institute of

Environmental Health

or

• A Nationally recognised qualification in Health & Safety to Level 6 e.g. NEBOSH

National Diploma in Occupational Health and Safety

• Relevant and practical experience within health and safety enforcement.

• Experience of carrying out planned health and safety inspections.

• Experience of examining health and safety risk assessments and method statements.

• Experience of advising directors, managers, employees and complainants on health

and safety matters and interpreting legislation.

• Experience of investigating complaints and dealing with enquiries in relation to health

and safety.

• Experience of investigating accidents and dangerous occurrences.

• The ability to produce correspondence and reports on complex and technical issues

pertinent to the post and be able to produce and maintain accurate records.

• The ability to manage a caseload and to meet deadlines.

• Good knowledge of occupational health and safety legislation.


2.1 Carry out, as directed, a range of services in accordance with legislation, codes of
practice, corporate policies, local procedures and good professional practice. This will
include but is not limited to: inspections, projects, surveys, alternative enforcement
activities, publicity, attending meetings, processing applications, visits, investigating
complaints and service requests, sampling, dealing with safety notifications and
asbestos removals, accident investigations, monitoring, gathering evidence, revisits,
making test purchases, carrying out PACE interviews, taking statements and
determining appropriate action.
2.2 Take Health and Safety prosecutions in the officer s own name against businesses
on behalf of the Council.
2.3 To competently deal with the processing of applications, notifications, referrals,
consultations, schemes, licences, registrations and grants, carry out reviews and give
approval, as directed using any powers that have been delegated.
2.4 To undertake consistent, proportionate, targeted, accountable and transparent
enforcement action, in accordance with best practice advice and guidance and
enforcement policies, to resolve any identified non-compliances. This may include
seizing goods, prohibitions, closures, preparing and serving statutory and fixed
penalty notices, simple cautions and other legal documents.
2.5 To conduct investigations and other enforcement work with regard to legislation, such
as the Police and Criminal Evidence Act (PACE), the Regulation of Investigatory
Powers Act (RIPA), Criminal Proceedings and Investigations Act (CPIA) and Human
Rights Act (HRA), which confines the scope of action.
2.6 To undertake health and safety enforcement in premises taking all necessary action
required e.g serving of Improvement, Prohibition Notices and to undertake legal action
on behalf of the Council
2.7 To work with Public Health England and Public Health colleagues as and when
required on emerging health issues and infectious diseases, such as Covid-19 and
Legionnaires disease. Ensure workplaces and members of the public comply with the
legislative requirements and take enforcement action as required.
2.8 To support the Council s Public Health efforts in investigating concerns of breaches
of legislation such as Covid-19. (An example would be inspecting premises to ensure
that they are Covid safe and taking directions from an Outbreak Management Team).
