About the Role
This is an exciting opportunity to join MOPAC and contribute to shaping policing and crime policy in the largest police force area in England and Wales. The Mayor's Office for Policing and Crime (MOPAC) is responsible for fulfilling the Mayor of London's role as the Police and Crime Commissioner for London. It is led by the Deputy Mayor for Policing and Crime and undertakes a broad range of duties, working with the Mayor of London and The Metropolitan Police Service to build a safer London.
The Head of MPS Oversight - Workforce and Professionalism will report to the Head of Oversight and Performance, and work closely with MOPAC Directors, Chief Executive and the Deputy Mayor to develop MOPAC's policies for key policing issues.
The post holder will contribute to the delivery of the Mayor's Police and Crime Plan by increasing public confidence and efficiency of the MPS. They will lead on MOPAC's statutory responsibilities in exercising oversight of MPS workforce and professionalism, including those that relate to equalities, diversity and inclusion.
They will also develop and maintain effective governance arrangements supporting strategic oversight of the MPS at the most senior level.
Principle Accountabilities include:
- Produce the MPS oversight strategy for effectiveness and legitimacy, in particular, relation to culture, workforce and professional standards.
- Advisor to the Deputy Mayor for Policing and Crime and MOPAC Chief Executive on culture, workforce and professional standards, in their statutory duty to hold the Commissioner to account.
- Lead advisor to the Chief Executive and DMPC in holding the MPS and Commissioner to account for the effective discharge of statutory duties relating to equality, diversity and inclusion for the workforce of the MPS.
- Lead the development and maintenance of robust procedures for discharging MOPAC's statutory responsibilities in respect of professional standards and complaints including:
- The appointment of Legally Qualified Advisors and Independent Panel Members; arranging Police Appeals Tribunals and Pension forfeiture arrangements.
- The complaint review function, as set out in Home Office Regulations.
- Managing complaints against the Commissioner as the principal advisor to the Chief Executive and DMPC in their decision making.
We are looking for someone who has:
- A strong understanding of policing and the criminal justice system.
- Extensive experience of working in in complex policy areas, balancing priorities and understanding operational and political risk.
- The ability to analyse a wide variety of complex information in order to develop innovative solutions to problems and to understand performance.
- Experience of leading a multi-disciplinary team.
- Excellent communication skills with an ability to explain complex operational and legal matters in simple terms and engage audiences at all levels of MOPAC and its stakeholders.
- Exceptional ability to build relationships and influence senior stakeholders across a complex stakeholder environment.

Political Restriction
Political Restriction: under the Local Government and Housing Act 1989 (as amended by the Police Reform and Social Responsibility Act 2011), all MOPAC staff members will be politically restricted without the right to apply for an exemption.
Security Vetting Clearance
The successful candidates will be expected to undergo the necessary security vetting, which may take around eight weeks to complete. Applicants must possess the legal right to work in the UK and have resided in the UK continuously for at least the last three years.

Where are we based?
We have moved to a hybrid working model with office hubs at Union Street (near London Bridge) and Newlands Park (postcode SE26). On average, staff will work 1-2 days a week from an Office Hub, which may differ depending on the role requirements.
