Job description

Temporary Job -Contracts Manager social housing external contracts

Local authority housing property services have an immediate temporary need for experienced social housing. Planned works / capital works' manager to lead on the management of running external contracts.
Working within housing Asset Management, this role is entirely focused on planned maintenance and capital works. You will manage the stock condition surveyors who carry out the cyclical inspections of the housing stock and, primarily, you will be responsible for procuring and tendering capital projects for all relevant external contracts awarded for projects such as roofing; doors and window replacement, renewable energy, kitchens and bathrooms etc. Procurement of contractors is a major part of this role and carrying out the detailed and comprehensive tender process. Reporting in to Senior Management, you will attend update and progress meetings.
Job Duties:
•To assist the Property Services Manager in creating a management culture that is customer-focused, forward-looking and flexible.
•To lead and supervise the Major Works team in providing a professional and technically competent service.
•To develop a performance culture within the Major Works team, which will involve setting targets, monitoring key areas of team activity and benchmarking.
•To allocate work assignments and provide effective supervision to staff within the Major Works team.
•To undertake staff PRDs, one to ones and sickness monitoring for the Major Works team.
•To assist the Property Services Manager in providing an appropriate training programme for staff within the team.
To develop, implement and review a project management methodology for major projects.
To develop and promote service improvement initiatives within the Major Works team.
Programme Development and Management
To develop, maintain and update the Council's Asset Management Strategy in consultation with internal colleagues and tenants associations.
To assist in the development of the Council's capital and planned maintenance programmes by identifying potential projects and preparing cost estimates and work programmes.
To liaise closely with the Property Services Manager in order to ensure that the Council's workforce is utilised in delivering capital and planned maintenance programmes wherever possible.
To manage capital and planned maintenance programmes on a day-to-day basis.
To ensure that all projects proceed in accordance with their programmes and expenditure profiles and to take corrective action where necessary.
To provide a regular status report for senior management on the status of all schemes and participate in a monthly performance clinic where required.
To develop, maintain and update, on a continuous basis, a comprehensive stock condition database, an energy stock profile and separate databases in respect of asbestos, electric, fire safety, gas, legionella and radon.
To devise model investment programmes using the stock condition database.
To organise a programme of stock condition surveys and energy surveys.
To bid for external funding opportunities as and when they become available to maximise the funding available to spend on planned maintenance programmes.
To deliver the Council's adaptations service to tenants in consultation with the Community Occupational Therapy Service and Neighbourhood Management team.
Project Management
To act as contract administrator for major projects, which will include preparation of the project brief
Setting up and maintaining efficient systems for holding and retrieving project information
Feasibility study
Scheme design
Obtaining statutory consents
Preparation of specifications and tender documentation
Administering tendering exercises and evaluating tenders
Appointing contractors
Authorising contract payments
Authorising variations
Ensuring snagging takes place
Agreeing practical completion
Arranging handover
Ensuring that defects are remedied within the Defect Liability Period.
Project review
To commission and manage technical consultants.
To investigate building defects, recommend solutions and prepare costed reports.
To prepare feasibility studies, including cost estimates, for refurbishment projects and other minor works.
To prepare and submit applications for planning and building regulation approval.
To act as planning supervisor and ensure compliance with the requirements of the Construction (Design and Management) regulations.
To monitor progress and expenditure for all projects where the postholder is contract administrator and take corrective action where necessary.
Tenant and Leaseholder Involvement.
To liaise closely with the Tenancy Services Manager in order to ensure that tenants and leaseholders are appropriately involved in the development and management of capital and planned maintenance programmes and individual projects.
To provide a regular report for Neighbourhood Managers and Scheme Managers on the status of all projects within the capital and planned maintenance programmes.

What you'll need to succeed
A strong background in managing external social housing maintenance contract management - local authority or housing provider
Experience of procuring, tendering and awarding contracts for capital /planned works
Managing budgets
Knowledge of JCT form of contract
A relevant building/engineering/property qualification and experience of working in social housing maintenance
