Permanent Job - Building Surveyor, social housing
Main Job Purpose:Working for a large Social Housing Provider, to assist the Asset Investment Manager and the Asset Team.
KEY RESPONSIBILITIES
Responsible for undertaking the planning and delivery of internal and external property and estate surveys and for populating the Asset Management database accurately with asset and related attribute data, with customers put first throughout all activities.• Ensure effective and consistent stock condition surveying and technical judgements are made to complete projects from inception to completion to properly inform completion of works in accordance with NPH's requirements.
• Ensure consistent building pathology surveying, collection and reporting of stock condition data within the stock holding.
• Support the management and delivery of contracts for works as and when required.
• To be accountable for performance improvement, service development and driving asset investment decisions to ensure our housing and services meet local demand and provide value for money.
• Ensure that the values and standards of the organisation and the service are built into all elements of service delivery.
• Undertake the planning and delivery of internal and external property and estate surveys for populating Asset Management database accurately with asset and related attribute data, with customers put first throughout all activities.
• Plan programmes of survey work to ensure that they secure the maximum business intelligence from the rolling survey process.
• To survey managed buildings, provide detailed condition data and advise the need for remedial work or inclusion into other works programmes, as required. To organise that work as directed.
Monitor the general condition of properties, highlighting any specific common recurring problems or risks (e.g. damp/condensation, property disrepair or damage, damaged asbestos).
• Carry out energy surveys to be in line with SAP for the provision of EPC's where required, as well as for other purposes such as sustainability funding opportunities.
• Visit sites in order to monitor and supervise construction works to ensure compliance with any contracts that are in force, compliance with specifications, Health & Safety etc. and ensure volumes of works carried out compared to any interim and final invoices prepared by Contractors.
• To issue written site instructions to contractors to vary works within approved limits and assist in the collection of documentation to check the validity of claims for extra payments.
• Ensure works conducted in cooperation with tenant's needs and that the Contractors are abiding by the terms of their contract with regard to customer care.
• Maintain a site diary which contains accurate daily record of weather, labour, plant and progress.
• Update the stock condition data to ensure information held is accurate and up to date, keeping accurate records for sequential, subsequent surveys.
• Provide timely progress information to keep officers, tenants (including prospective tenants, informed of progress
• Assist in the formulation, monitoring, and report on key performance indicators.
• Develop and test cloning methodology for survey data to be extrapolated to any un-surveyed assets.
• Ensure appropriate information is maintained and collated to enable the development of the Asset Management Strategy and other related strategies to ensure NPH meets all statutory and regulatory requirements in relation to asset management and repair activities.
• Ensure that effective resident consultation in respect of survey work is undertaken, including attending residents' meetings where required.
• Proactively identify and manage risks in relation to technical aspects that may impact on the successful outcomes of planned capital works programmes.
• Establish and maintain appropriate documentation to demonstrate good internal control and to satisfy the requirements of both the regulator and NPH's auditors.
• Carry out feasibility studies and make recommendations to the relevant service managers for planned and cyclical maintenance and refurbishment on the grounds of safety, health, legal obligations and cost effectiveness.
• Monitor the completion of planned, cyclical maintenance and improvement works to ensure the asset management database is regularly updated on a quarterly basis.
• Provide support and advice in the preparation of technical briefs, dilapidation schedules, estimates, specifications and drawings for initial feasibility studies and options appraisals.
• Undertake the management and delivery of contracts for works and services as and when the needs of the business demand.
• Assist in the preparation of statistics, reports and information as may be required.
• Work collaboratively with departmental colleagues to manage contractors and trades performance issues that are identified.
• Carry out site inspections to ensure that work is carried out to the required standard.
• Monitor contractor performance through site visits and against agreed KPI's.
About you
ONC or equivalent in building studies /Degree in Building Surveying
IOSH Managing Safely Certificate
Knowledge and understanding of the housing sector
Knowledge and understanding of building construction, property maintenance and planned investment
Experience of undertaking stock condition surveys in relation to delivering planned investment works and services to leaseholders and tenants
Ability to apply strong specialist skills to managing technical areas of responsibility
Working knowledge of current CDM
Excellent organisational and project management skills
Ability to plan and programme own work
Ability to prioritise and deliver to deadlines
Ability to identify property and customer needs and develop appropriate solutions
Excellent communication skills
Excellent data handling and analysis skills
Experience of working effectively with stakeholders
Ability to problem solve and to assess situations and make positive judgements to reflect the local requirements
