Intelligence/ Compliance Officer - Fire Safety Intelligence Officer - Birmingham City Council

You will be working with Birmingham City Council, joining their housing directorate. This department holds the largest housing stock in Europe.
Your new role
We are seeking an energetic and motivated Intelligence/Compliance Officer, who is suitably qualified, knowledgeable and highly experienced in private-rented housing, to join a recently established 'Specialist Fire Safety team'.You will be working as an intelligence/compliance officer within a 'Specialist Fire Safety Team' (SFST) in the UK's largest local authority. SFST sits within Private Rented Housing under the Regulatory and Enforcement Directorate. The job's primary purpose will be to help coordinate and assist specialist officers in the SFST conduct their activities.
Initially you will collate and gather intelligence on fire safety defects and relevant issues on targeted high-rise residential buildings (HRRBs) to take stock of what fire safety measures are at present, then, as a team, establish how fire safety defects are to be remediated.
This is mainly a supportive role, but with an opportunity to be part of an overall effort and planned fire safety inspection programme to bring freeholders accountable for remediating fire safety defects on HRRB. You will be involved in preparing and serving notices, preparing and compiling Fire Safety inspection reports and following up on enforcement.
A significant part of the role will be corresponding and liaising with various key enforcement partners, HRRB freeholders/ developers, managing agents, resident/ leaseholder associations and other interested parties. Your main role will facilitate and coordinate the SFST, so ensuring they have the intelligence to ensure duty holders are held accountable to remove, reduce and remediate fire safety risks using a range of management and enforcement tools.
This role is a full-time role at 35 hours per week, it is a hybrid role and is £30-33 Umbrella

What you'll need to succeed
To succeed in this role, you will have experience of service delivery with as many a range of customers as possible in a public authority workplace setting. Ideally, you will be familiar with working as a licencing or enforcement officer. It would be desirable to work in private sector housing. Experience of arranging events, inspections, site visits or formalised meetings involving a variety of professionals would be advantageous.
It is essential to have an understanding of how residents and buildings inter-relate and how building operations function. Especially related to high-rise residential buildings. Experience and knowledge of fire safety is advantageous and the facts surrounding the Grenfell disaster.
It would be desirable to be familiar with HHSRS, housing legislation and an understanding of the legal system and have experience of attending court. You will also be able to write up inspection/ audit findings and reports and able to clarify issues if unknown.You will be required to have a degree level qualification, at least 3 years' experience in an intelligence/ compliance related role.You should be receptive, or willing to receive further specialist fire safety, or any other training, the section perceives as valuable. Excellent written and verbal communication and interpersonal skills and can formulate reports and be able to draft and serve notices.
