Job description

Duties You will serve as a Logistics Management Specialist and as the subject matter expert in Integrated Logistics Support (ILS), logistics sustainment, and federal acquisition policies and procedures related to acquisition logistics functions. You will develop, plan, and implement ILS and logistics sustainment infrastructure for the CG-9327 Waterways Commerce Cutter - WCC project; provide direction for logistics support advancement; implement logistics policy and procedures; and evaluate system ILS integration with other project and systems engineering activities while working with the contractor and their representatives. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Managing ILS tasks performed under development and acquisition contracts and assists in developing cost estimates and spend plans. Participating in the development of a logistics integrated master schedule for each project or contract; evaluating contractual data submittals; ensuring deliverables conform to contract requirements; ensuring key ILS documents meet user and contractual requirements. Planning for resource requirements (e.g., manpower, budgets, technical data, and equipment) to support asset systems throughout the lifecycle; collaborating with sustainment managers to plan and budget for support after deployment of products; ensuring plans for system upgrades, modifications, resolution of diminishing manufacturing sources, and obsolescence are evaluated with respect for impact on ILS elements. Implementing logistics policies, plans, and programs tailored to the unique project. Planning for full lifecycle support of asset production including evaluating sources of repair, conducting market research, identification of sustainment solutions, and managing business case analyses for performance-based logistics support alternatives. Developing logistics support program objectives and requirements through participation with project integrated product teams, system contractors, the Program Manager, and logistics managers from the sustainment community Requirements Conditions of Employment All qualification requirements must be met by the closing date of the announcement. You will be expected to obtain/maintain Contracting Officer's Representative (COR) certification (Level III) within 12 months of hire. You are required to meet the DHS Lifecycle Logistics Level III professional acquisition certification requirements within 18 months of assignment. Qualifications Basic Requirements: Applicant must possess at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. To qualify for the GS-12: Applicants must possess one year of specialized experience equivalent to at least the GS-11 level in the federal service. Specialized experience should include drafting logistics related procedures and guidance documents, developing resource requirements to support acquisition projects; assisting in the management of cost, schedule and performance for the delivery of integrated logistics support products, and tracking and managing logistics contract deliverable items; and identifies gaps in logistics support for new or modified asset systems. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
