Job description

Duties Serves as technical expert, analyst, and advisor to the Commanding General, Army Materiel Command on a wide range of issues related to the organization to include policies, practices and procedures. Conducts special analysis of issues related to resources (funding/time) required and/or available to carry out missions in areas of Organic Industrial Base (OIB) capabilities, sustainment, logistics and evaluation of various projects. Conducts strategic analysis to determine which efforts can be initiated, modified, or eliminated in light of current operations, future requirements and changes at the Department level. Researches, analyzes, and works closely with other action officers to prepare and edit strategic messages for delivery by executive leadership. Requirements Conditions of Employment This is a Temporary position intended to last 15 months. A temporary position may be extended to a maximum of three years and may be terminated at any time during the duration of the appointment, depending upon the needs of management. This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour. Subject to a one-year probation period. Must be able to obtain and maintain a Secret security clearance. You may be expected to travel up to 10% for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of experience which includes planning, organizing and carrying through to completion various projects to include Organic Industrial Base (OIB), trip planning for senior leaders, logistics, sustainment, presentations and briefings; and preparation of supporting information and data to facilitate decision making in support of organizational goals and objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted. Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Additional information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year probationary period may be required. Direct deposit of pay is required. This is a Career Program (CP) 60 - Foreign Affairs & Strategic Planning position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Position may be filled as a temporary promotion or detail NTE 15 months by a current permanent Army employee. Temporary promotions may be extended up to a maximum of five years. When a temporary promotion is terminated the employee will be returned to the position from which they were temporarily promoted; or, with their consent, to a different position of equivalent grade and pay. When a temporary promotion is to an organization in a different command, the losing and gaining activities must agree to the temporary promotion and decide in advance which activity will assume responsibility for placement of the employee when the temporary promotion ends. If no decision is made, the employee will return to their permanent position of record. Employees who accept such time-limited appointment opportunities will be required to sign a statement of understanding. Return rights to permanent position are not automatic and are subject to approval from the losing organization. If return rights are not agreed upon, the employee will not be placed in the temporary promotion or detail. If an employee is not granted administrative rights, the employee may still elect to be placed however, they become subject to the time limited action and will not return to their permanent position. Employees who accept such time-limited appointment opportunities will be required to sign a statement of understanding.
