Job description

Development Lead:



This requirement is in anticipation of, and contingent upon, an award for conducting Information Technology Support Services (ITSS) support for the Office of the Chief Information Officer (OCIO) of Program Executive Office, Missiles and Space (PEO M&S). The OCIO provides IT support to PEO Headquarters (HQ), 6 PM Offices, external Army, Navy, Air Force and Marine organizations, as well as, various foreign countries with cooperative agreements. Currently the OCIO supports approximately 2500 desktop users and 300 external users. Anticipated contract award date is 1 March 2021 with need for immediate presence to support transition activities.



Duties include:




  • Act as Technical Point of Contact (POC) for configuration, installation and support software and associated hardware.

  • Manage design, development, testing, deployment and maintenance of software applications to meet the proponent requirements of the PEO M&S.

    • Software applications include government off-the-shelf (GOTS), modified off-the-shelf (MOTS), and commercial off- the-shelf (COTS) that are used on both unclassified as well as classified PEO MS systems.

    • Applications are used to support the acquisition functions of the PEO including but not limited to: Financial Management, Logistics, Configuration Management, Program Management, Contracts Management and Systems Engineering.

    • Lead diagnosis and repair of interconnectivity issues between other interconnected Local Area Networks (LANs)/Wide Area Networks (WANs) and communications networks, both Unclassified and Classified



  • Provide software, design, and enterprise/platform application development in the form of writing, testing, executing, and maintaining the source code.

    • Software development may include research, new development, modification, reuse, re-engineering, maintenance, or any other activities that result in software products to meet the needs of specific client/business requirements of the PEO and its PMs.

    • Integrate the development process to with the development of the controlled physical product.

    • Responsible for providing modifications and maintenance to all legacy systems, as well as any new software development.



  • Conduct administration and management for approximately 759 Enterprise and Standard Microsoft Structured Query Language (SQL) production databases and other various databases that may be implemented in the future, for classified and unclassified environments.

    • Supervise creation, updating, and maintenance of local and remote database environments

    • Manage use of automated tools, as specified by the government, to:

      • identify database capacity and availability

      • optimize database performance and resource usage

      • predict impending database problems

      • ensure database reliability and maintainability

      • provide solutions to correct data base problems

      • maximize database throughput.



    • Perform database analysis, design, implementation, sustainment and retirement activities. Provide strategic database recommendations for implementation of future database releases



  • Manage development and maintenance of source code in compliance with secure coding standards, application STIGS, and all applicable government regulations, guidance, and directions.

  • Provide business application development to implement and promote Knowledge Management initiatives within PEO Missiles and Space. These include

    • GOTS applications written in .NET, MOTS solutions such as TeamTrack and SharePoint, and COTS applications that require system administration support such as those that make up the PEO s Digital Enterprise (DE).

    • These DE applications include Microsoft Project Server, Active Risk Manager (ARM), MagicDraw Teamwork Cloud, and Windchill







Required:




  • Bachelor s Degree in Software, Computer Science, Information Technology, or related field

  • 10+ years experience

  • IAT Level II certification: CCNA Security, CySA+, GICSP, GSEC, Security+ CE, CND, SSCP

  • Able to obtain a Common Access Card (CAC) prior to the start of work.

  • Experience in management software development tasks in a CMMI Level 3 environment using Agile development methods



Desired:




  • ITIL Level 3 Certification

  • Experience with DoD, Army and/or Aviation Missile Command (AMCOM) customers.

  • Experience with classified and unclassified applications and databases



Candidate must be a U.S. Citizen. An active TS/SCI security clearance is required. This is a full-time position located in Huntsville, AL.
