Job description

Position Summary Odyssey Systems has an exciting new opportunity for an Engineering Lead, SME at Redstone Arsenal, in Huntsville, Alabama. This effort will support two Army weapon systems. Contingent upon contract award Responsibilities Duties include, but are not limited to: Provide engineering and scientific expertise in the planning, development, and execution of requirements reviews and design reviews for LRHW and MRC weapon systems and any other weapon systems reporting to the PO. Assist in the development of assessment briefings and coordinate requirements review and design review summary reports as part of Milestone Documentation requirements and PEO and other agency independent assessment requirements. Develop Information Papers to answer data requests from higher headquarters involving munition or launcher requests such as launcher density, stockpile reliability of munitions, and estimated useful life of ground support equipment. Support the creation of and the processing of Change Requests (CR), Notice of Revisions (NORs), Engineering Change Proposals (ECPs), and Engineering Release Records (ERRs). Provide programmatic support to the project manager to support high level meetings with Foreign Military Sales (FMS) customers to include program reviews, data exchanges, and technology transfers. Provide management support for the planning, direction, and execution of functional support to programs. Prepare and maintain technical documentation such as evaluations, reports, studies and, briefings. Aid in the development of the weekly activities report, develop briefings outlining the specific issues, current status and mitigation plans and approaches to resolving the specific issues. Develop strategic plans and strategies to include funding, development, procurement, and fielding system modifications. Coordinate, document and communicate requirements for the support of the STRIKE Risk Management process. Plan, direct, or coordinate activities in such fields as architecture and engineering or research and development in these fields. Provide programmatic support to briefings, meetings, working groups, core teams to include development and refinement of briefing materials and suggested responses to action items, as well as support to acquisition reviews and Configuration Steering Boards and planning activities for LRHW and MRC development, modification and/or production. Provide programmatic support for the planning, direction, and control of programs (cost, schedule, and performance) for STRIKE programs. The contractor shall provide budget support for the preparation, planning and executing STRIKE Project Office, to include LRHW and MRC Product Offices, annual lines of funding and expertise in the United States Government (USG) designated automated system to manage funds. The contractor shall support the Project and Product Offices with reviewing previous year funding requests for applicability for next Fiscal Year (FY) requirements. The contractor shall support the Project and Product Offices with developing and gathering necessary data for future LRHW and MRC FY requirements. The contractor shall support the Project and Product Offices with developing current FY spend plan based on current year requirements. The contractor shall support the Project and Product Offices with tracking funding requests and assisting with inputting funding requests in to the USG automated system, preparing reports for status of funds/requests, and processing all requests through the USG designated system. Aid in the development of the LRHW and MRC weekly activities report, develop briefings outlining the specific issues, current status and mitigation plans and approaches to resolving the specific issues. Communicate and consolidate plans from various STRIKE team members to construct a consolidated LRHW and MRC long-range plan. The contractor shall understand and make corrective input into this plan. The contractor shall be able to communicate this plan with various PO personnel and with outside organizations at all levels. The development, coordination and maintenance of the LRHW and MRC Master Plans/Integrated Schedules on a monthly basis. Provide programmatic expertise to briefings and recommended responses to action items, as well as support to acquisition reviews and Configuration Steering Boards and planning activities for LRHW and MRC development, Request for Information from Congressional staffers, and build briefings to support information efforts for the Department of the Army staff. Provide programmatic support to the project manager to support high level meetings with Foreign Military Sales (FMS) customers to include program reviews, data exchanges, and technology transfers. The contractor shall develop strategic plans and strategies to include funding, development, procurement, and fielding system modifications. Perform administrative functions associated with a product office such as: The contractor shall provide Administrative Assistant support for Government offices. Duties may include, but are not limited to: resolution of routine matters and problems associated with the administrative and clerical work of the office; screen and respond to routine telephone calls/requests; refer calls, visitors and incoming correspondence to the appropriate person. The contractor may be required to prepare, review, edit and/or maintain documents and correspondence, assist in coordinating meetings and conferences, and assist in other administrative activities as needed. Meeting minutes shall be delivered as required; conference agendas shall be delivered as required, conference minutes shall be delivered as required. Provide support to the program office with acquisition programmatic support for preparation, development and maintaining of critical acquisition documentation, to include: Product office RDTE and Production (P/R) Forms, program office cost estimates to support the Program Objective Memorandum (POM) reviews reviews, current/future funding spend plans to include tracking fiscal year funding execution, charts to support annual ASA(ALT) reviews with Congressional staffers, responses to Requests for Information (RFIs) from Congressional staffers, PEO Program Management Reviews (PMRs) briefing charts and acquisition strategies for current and future programs. Additionally, the contractor shall provide support to develop Independent Government Cost Estimates (IGCE) for contract requirement packages. The contractor shall assist the LRHW and MRC Product Managers with all tasks to support basic product office functions. Technical reports shall be delivered as required; presentation material shall be delivered as required. Coordinate, document and communicate requirements from LRHW and MRC personnel and STRIKE functional personnel for the development of the LRHW and MRC Risk Management system to document and track LRHW and MRC program risks. The contractor shall update the LRHW and MRC Risk Management system on a monthly basis. Develop risk assessment and risk mitigation options for modernization decisions and courses of action and provide recommendations to the STRIKE PO. Provide programmatic support to include requirements analysis, capability gaps, and program integration risk discussions and meetings with G-8, ASA(ALT), PEO-MS, the User, and other Government elements/agencies. Develop Information Papers to answer data requests from higher headquarters involving munition or launcher requests such as launcher density, stockpile reliability of munitions, and estimated useful life of ground support equipment. Programmatic support for coordination of and interpretation of user requirements and performance specifications to include the development of operational requirement documents, concept of operation plans, tactics, techniques, and training. Programmatic support for strategic communications of public and government engagements representing the PO. Analyze, evaluate, provide recommended revisions and/or generate for Government approval/signature draft technical documentation such as Letters of Agreement, Memoranda of Understanding, Mission Needs Statements, Operational and Organizational Plans, Required Operational Capability, Operational Requirements Documents, system specifications, Test and Evaluation Master Plans, Threat Systems Documentation and training documentation. The contractor shall provide support to continuous improvement initiatives and activities within the PO. Acquisition support to assist the Government in developing contract requirement packages and monitoring contractor performance. This support includes, but is not limited to, development of Acquisition Plans, Simplified Acquisition Mangmeent Plans, statements of work, support development of independent government cost estimates, justification and Approval for non-competition contract actions, market research, sources sought notices, and Central Securities Depositories Regulation (CSDR) reporting plans, recommended CLIN structures, tracking contracting contractor acquired property and government property.
