We are looking for: Smart people with a passion for technology Ability to solve challenging business problems Self-directed professionals Hunger to continually learn and grow Position Overview: The Journeyman Management Analyst will serve as a key member of the governance, focusing on the administration and maintenance of investment records within the Army Portfolio Management System (APMS). This role is centered on ensuring accurate, complete, and up-to-date records management within APMS, supporting the Army's ability to effectively track, report, and manage its investments. The analyst will work with stakeholders to facilitate data entry, updates, and report generation in APMS, ensuring adherence to policy and compliance standards. Position may be assigned other management analyst tasks within the Governance team. Key Responsibilities: APMS Records Administration: Manage the input, tracking, and updating of investment records within the Army Portfolio Management System (APMS). Ensure the accuracy, integrity, and consistency of investment data in APMS, aligning with established guidelines and standards. Coordinate with various stakeholders to collect and validate required investment information for entry into APMS. Perform regular audits of records in APMS to ensure compliance with Army and DoD data management requirements. Data Integrity & Quality Assurance: Monitor the quality and accuracy of investment data in APMS, identifying discrepancies and working to correct them. Review and validate project data, ensuring that all relevant fields and required documentation are complete and accurate. Identify and escalate issues or inconsistencies to the appropriate program or portfolio managers for resolution. Reporting & Documentation: Generate reports, data extracts, and summaries from APMS for leadership, program managers, and stakeholders. Prepare ad hoc reports as requested, ensuring accurate representation of investment records and portfolio data. Maintain thorough documentation on data entry procedures, audit findings, and record changes to support transparency and accountability. Stakeholder Collaboration & Support: Provide support to portfolio managers, program offices, and other stakeholders by responding to inquiries related to APMS records and data. Assist with training and educating users on proper data entry and records management processes in APMS. Work closely with the portfolio management team to ensure that records are managed in alignment with Army investment goals and objectives. Compliance & Policy Adherence: Ensure that all APMS records management activities comply with Army, DoD, and federal policies regarding data management, privacy, and security. Stay informed on relevant policies and updates affecting records management and apply them to APMS data management processes. Maintain awareness of regulatory changes and best practices in data management, implementing changes as needed to ensure compliance. Continuous Improvement: Identify opportunities to streamline and improve processes for managing records in APMS, contributing to overall efficiency. Recommend best practices for data entry, quality assurance, and records management. Participate in discussions to enhance the functionality and usability of APMS. Qualifications: Bachelor's degree in Business Administration, Information Management, or a related field is preferred, though relevant work experience may be considered in lieu of a degree. At least 2-3 years of experience in records management, data administration, or portfolio management, preferably in a defense or military setting. Experience with the Army Portfolio Management System (APMS) or other similar portfolio management tools is required. Familiarity with DoD data management policies, including records retention, audit procedures, and data security guidelines. Proficiency in using the Army Portfolio Management System (APMS) or similar records management systems. Strong attention to detail and a commitment to data accuracy and integrity. Excellent organizational and time management skills, with the ability to manage multiple priorities effectively. Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and database management tools. Strong written and verbal communication skills for collaborating with stakeholders and reporting findings. Ability to work independently and as part of a team in a fast-paced environment. U.S. Citizenship is required. Must possess an active security clearance or have the ability to obtain.
