The Missile Defense Agency (MDA) Program Division is seeking a technically proficient and operationally oriented Lead Systems Engineer with solid cyber development and operational testing experience to contribute to help improve the internal network and RF communications for our THAAD Missile Defense sponsor. The candidate selected will work closely with government software/hardware developers and senior leadership. Responsibilities include reviewing software development practices to provide recommendations on RF communications and networking development, analyzing and making recommendation on addressing vulnerabilities, and providing recommendations on continuous integration/continuous development. As a key contributor within the MDA work program, the individual selected will provide technical guidance in the domains of RF communications, virtualization/containerization, and system engineering to enable the sponsor to successfully transform their culture and cyber poster to achieve high integrity weapon systems capabilities. Roles & Responsibilities: Engage with stakeholders to analyze operational requirements, address challenges, apply sound technology solutions, and advance the state of communications and networking to benefit the sponsor mission.
Lead tasks which include planning and execution of the work, leading teams, and developing and presenting results to the sponsor.
Perform analyses of current and future communications and networking problems, derive results from modeling and simulation tools, develop data-driven actionable recommendations, and present findings to both technical and non-technical audiences.
Perform wireless and network engineering, analysis, modeling & simulation, prototyping, and experimentation.
Identify additional project opportunities to expand the technical work portfolio through sponsor and internal engagement.
Ability to lead System Engineering staff and advise the sponsor in cybersecurity, cyber resiliency, networking, hardware design, operations, requirements, interoperability and integration
Ability to serve as staff member providing differentiated RF and network products that align to sponsor outcomes
Work closely across sponsor directorates leveraging knowledge and resources, ensuring consistency of effort, and fostering teamwork among the sponsor, Systems Engineering, and Technical Assistance (SETA) staff, Federally Funded Research and Development Centers (FFRDCs), Other Government Agencies (OGAs) and Prime Contractor(s) Basic Qualifications: Typically requires a minimum of 8 years of related experience with a Bachelor's degree; or 5 years and a Master's degree; or a PhD with relevant experience who can immediately contribute at this job step; or equivalent combination of related education and work experience.
Current Secret clearance with ability to obtain TS/SCI
Able to effectively employ system engineering principles with an understanding of communications and network systems and how they can be applied to solve government problems.
Adept at engaging customers through excellent written and verbal communications, including engaging and convincing presentations.
Understands the details of communications and network system devices and systems, wireless and wired protocols, and the challenges of communications and networked systems.
Able to develop independently and lead teams to develop engineering trade studies, performance analyses, and architecture design and evaluation activities.
Technical expertise in one or more of the following communication areas: cellular (5G, LTE), satellite communications (SATCOM), mesh radios, land mobile radio (LMR), Wi-Fi, microwave, and millimeter wave communications.
Technical experience with one or more of the following networking devices and tools: IP networking analysis tools, switches, routers, modems, access points, and other networking equipment.
Proficiency in Systems Engineering, Integration and Requirements
Ability to research and evaluate cybersecurity research studies, strategies, and project
Experience with federal government sector
Experience with Department of Defense (DoD) regulations, standards and specification Works well with others and is a team player on multi-disciplined team(s).
This position requires a minimum of 4 days a week on-site. Preferred Qualifications: MS in Electrical Engineering, Computer Engineering, or related technical degree with at least 10 years of experience
An advanced degree in radio frequency (RF) communications, wireless networks, electrical engineering, radar/sensor analysis, network engineering, cybersecurity, or a related field.
Active Top Secret (TS) clearance
Understanding of and experience with network engineering concepts including network architecture, cybersecurity, cloud environments, and virtualization.
Hands-on experience performing wireless and/or SATCOM engineering trade studies, analyses, modeling & simulation, prototyping and experimentation.
Experience planning, developing and executing test and evaluation (T&E) for network and communications systems.
Demonstrated proficiency to effectively employ system security engineering principles with an understanding of how to develop and test systems to ensure they are secure and resilient in cyberspace.
Proficiency in more than one network and communications system modeling and simulation (M&S) tool (e.g., STK, MATLAB, Planet, Atoll, SpectrumE, SignalPro, Riverbed Modeler, ns-3, ExtendSim, QualNet, Python, C++ programming, etc.)
Experience using network and communications field and lab testing and analysis equipment (e.g., oscilloscope, network analyzer, bit error rate tester (BERT), or spectrum analyzer).
Understanding and experience with RF communications theory, including modulations, link budgets, error correction coding, channel effects, communications protocols, etc.
A passion for developing and maintaining a knowledge of emerging network and communications technologies through continued learning, active engagement with academia and industry, and a desire to remain "hands-on."
Comfortable working autonomously and as a team player.
