For more information about Draper, visit . Job Description Summary: The Program Manager 3 leads large scale programs of significant complexity in the development and fielding of new capability. These programs typically include advanced development and transition to production in response to formal acquisition programs. They could also be a collection of strongly correlated programs to advance business in specific technical/programmatic communities. The incumbents are recognized leaders in their respective communities and are able to identify, qualify, and capture large programs spanning multiple years in execution. You will be responsible for the leadership of business development, capture team, Program Management and functional partners leading the capture the proposal process & contract award carrying programs through development EMD.
Business Development:
• Develop and lead technical solutions to explicit and derived customer hot buttons andrequirement gaps.
• Manage allocated budgets to yearly budgets.
• Prepare out year budgets.
• Prepare material to support monthly growth reviews, BD Operations reviews, monthly status, and maintenance of pipeline database (ERPM) to manage the day-to-day business.
• Establish and grow working relationships with industry partners and expand adjacent markets; Attend customer meetings, forums, and industry days.
• Pipeline Development: Develop, identify, and assess new business opportunities to achieve growth objectives for the Missile Defense Strategic Systems Business Unit primarily focused on Air and Missile Defense Systems pursuits.
Capture Management:
• Develop, implement, and lead capture plans.
• Develop and implement pricing and win strategies.
• Develop and conduct all required gate reviews.
• Ensure seamless transition of Capture plans to proposal execution.

• Identifies and develops relationships with critical decision makers within sponsor and customer segments that are aligned with Draper's strategic business areas.
• Performs engagement with sponsors and customers within targeted industries in a specific technical or business area that leads to development and management of a pipeline of a strategically important area. • Organizes programs and activities in accordance with the mission and goals of the organization.
• Manages all pre-contract and post-award contractual requirements including, but not limited to, protection of Draper proprietary data through non-disclosure agreements, teaming agreements, and Intellectual Property agreements. • Develops new programs to support the strategic direction of the organization.
• Develops and manages an evaluation method to qualify opportunities and provide bid-no bid decisions.
• Writes program funding proposals to guarantee uninterrupted delivery of services.
• Manages a large team with a diverse array of talents and responsibilities.
• Ensures goals are met in areas including customer satisfaction, safety, quality and team member performance.
• Produces accurate and timely reporting of program status throughout its life cycle.
• Analyzes and manages program risks. Skills/Abilities
• Demonstrates deep knowledge in one or more technical disciplines related to Draper's critical capabilities.
• Understands customer needs and is able to synthesize solutions to their problems.
• Develops and contributes to a Draper Intellectual Property position or discriminating technology portfolio that transcends project contributions in one or more areas of technical discipline.
• Demonstrates ability to negotiate business terms surrounding Draper's intellectual property, and ensure agreed terms align with both internal and external stakeholder requirements.
• Contributes significantly to Draper's strategic plan and is accountable for execution against assigned objectives.
• Demonstrates the ability to define and/or apply common best business practices.
• Demonstrates highly developed communication skills, both in written and oral forms; clearly communicates with sponsors, management and peers.
• Understand key financial metrics used to measure business performance and how to translate these results into actions. • Proficiency with Microsoft Office Applications: Word, Excel, and Outlook. Education
Bachelor's Degree in engineering or business or equivalent required. Experience
7-10 years program related experience in functional or program management. Experience in program related area with functional or program management.
