Job description

Duties Assigns work to employees and tracks completion progress. Formulates organizational plans for functional responsibility by determining requirements, staffing, and budgeting. Plans and assigns work to be accomplished by subordinates, establishing priorities, and preparing schedules for completion. Utilizes a partnering approach with the acquisition community to integrate supply and maintenance planning from the initiation of product development to culmination of life. Analyzes information to make decisions and achieve functional unit objectives. Communicates results and issues to leadership. Makes decisions on problems presented by subordinates and sets priorities and schedules. Collaborates with heads of other units to solve multi-functional complex problems. Influences system design by evaluating supply planning principles to the supply and maintenance support plan. Periodically reviews position structure of supervised workgroup to ensure optimum balance between economy, efficiency, and skill utilization. Develops objectives and goals with employees. Develops workgroup-level objectives and goals nested within the Division, then translates those into tasks for individual employees. Determines training needs and commits resources for training execution. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must be able to obtain and maintain a Secret security clearance. This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Advanced certification within 48 months of entrance on duty. One year probationary period may be required. One year supervisory probationary period may be required. Business travel is required up to 10% of the time. This position has a Data Analytics requirement. The incumbent must meet all requirements for Data Analytics level one certification within 12 months of being placed in the position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. The NH-03 encompasses the GS 12 step 1 to GS-13 step 10 grade levels. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
