Job description

The Army Aviation Business/Finance Manager is responsible for planning, coordinating, and controlling business administration functions such as accounting, office, and general services, and finance at all organizational levels, including foreign and domestic field projects. This position requires a self-starter with excellent analytical and communication skills, capable of interfacing with senior management while planning, executing and coordinating concurrent activities with time critical schedules and deadlines. Works with the Program Management team to support the human resource, accounting and financial activities at the program levels with flow down to the site levels. Ensures compliance with the PWS in all finance related concerns. Provide timely accurate vouchers into Wide Area Workflow (WAWF), prepare any business/financial related Contract data requirements list (CDRL) deliverable and verifies accuracy of ACEFs submitted to Government as required. Manages subcontractors, flow down requirements, cost and funding. Provides oversight of lower/site level Finance Analyst Studies business methods to improve workflow, simplify reporting procedures, or implement cost reductions. Analyzes business practices such as record keeping systems, personnel and budgetary requirements, and performance standards to create new systems or revise established procedures. Prepares and analyzes annual budgets and financial forecasts. Prepares administrative directions outlining policy and procedures. Trains and assigns business administration staff for new projects. May take part in contract negotiations. Establishes, directs, and maintains all business administration activities and procedures in accordance with company policies. Provides project and company management with project financial and manpower information and forecasting. A critical aspect of this positions function withing a project is close liaison with such department as the Controller, Human Resources, Materials Management, Equipment, Real Estate, Etc. Under limited supervision, performs work requiring independent evaluation, selection, adaptation, and modification of standard techniques and procedures. Demonstrates application of administrative and management principles, theories and concepts and has a working knowledge of other related disciplines. Able to provide solutions to a wide rage of problems and display the ability to coordinate the financial and administrative functions within the organization. Completed work is reviewed for adequacy in meeting objectives. Performs all other position related duties as assigned or requested. Minimum Requirements Bachelor's Degree preferred in the area of Finance or Accounting. Minimum of eight years combination experience in finance, payroll, accounting, and/or human resources preferably in Defense Services and/or Governmental Contracts. Exceptional communication verbal and written skills. Ability to problem-solve and breakdown complex ideas into understandable and actionable messages. Ability to work under time pressure and meet aggressive deadlines. Strong understand of accounting principles, EVMS and governmental regulations May be required to travel as needed for business. Clearance Requirements: Must be able to obtain and maintain a NACI(T1) Public Trust Security Clearance. Must be able to obtain and maintain facility credentials/authorization.
