Duties SUMMARY FOR GS-09: The primary purpose of this position is to serve as Instructional Systems Specialist in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. This is a developmental position. All training must be completed and regulatory requirements met prior to promotion. DUTIES FOR GS-09: Performs developmental assignments. Performs recurring assignments. Carries out special projects and participates in special initiatives and studies. Prepared written correspondence and other documentation. SUMMARY FOR GS-11: The primary purpose of this position is to serve as an Instructional Systems Specialist developing and writing non-resident career development courses of instruction and development of in-residence programs of instruction in the Paralegal occupational specialty. DUTIES FOR GS-11: Plans, coordinates, designs and validates components of instructional design. Develops, reviews, and revises instructional materials in accordance with established learning objectives. Develops the plan and measurement devices for measuring achievement of instructional objectives. Accomplishes special projects relating to the instructional program. FOR GS-09: May be required to travel by military and/or civilian aircraft in the performance of official duties. FOR GS-11: Position may require occasional travel by military or commercial aircraft in the performance of TDY. FOR GS-11: Completion of courses in technical writing principles and instructional systems development is desired. FOR GS-11: Completion of "Course for Authors" is desired. FOR BOTH GRADES: Knowledge of common clerical practices, filing systems, and office routines. FOR BOTH GRADES: Ability to use up to date software and computer technologies to develop state of the art learning tools, spreadsheets, and databases. FOR BOTH GRADES: Required to obtain and maintain a Secret security clearance. FOR BOTH GRADES: Advance in hire will be authorized if there is demonstrable proof provided on your resume FOR BOTH GRADES: Leave accrual will be authorized upon request Qualifications This is a developmental position; this position may be filled at the GS-09-Target-GS-11 Grade Level. The individual selected for the GS-09-Target-GS-11 position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1750, Instructional Systems Series BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT FOR BOTH GRADES: A Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must include study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology; (2) Instructional design practices (3) Educational evaluation (4) Instructional product (5) Computers in education and training. Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours. NOTE: You must submit copies of your transcripts. AND SPECIALIZED EXPERIENCE FOR GS-09: Applicant must have one year of specialized experience equivalent to the GS-07 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, public or private sector) which includes knowledge of the principles, concepts, and theories of Instructional Systems and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-presented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. OR EDUCATION FOR GS-09: Successful completion of 2 full years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION FOR GS-09: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. SPECIALIZED EXPERIENCE FOR GS-11: Applicants must have one year of specialized experience equivalent to the GS-09 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, public or private sector) which includes comprehensive knowledge of a wide variety of instructional design principles and methods sufficient to plan, coordinate, and design instruction for full-length courses or complex development areas. Knowledge of a wide variety of instructional development methods sufficient to develop and revise instructional materials which result in complete and full-length training products for specialty area or career management fields. Comprehensive knowledge of a wide variety of instructional measurement methods and principles sufficient to develop plans or policies for measuring achievement of instructional objectives. OR EDUCATION FOR GS-11: Successful completion of 3 full years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION FOR GS-11: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) FOR GS-11: Knowledge of training development policies, and procedures. Knowledge of the principles, practices, and techniques of instruction. Knowledge of instructional design and materials development to include use of technology for design and delivery of training. Ability to establish program objectives and to assess progress toward their achievement. Ability to effectively communicate orally and in writing.
