Job description

Duties Performs planning and requirements determination assignments in support of conventional and standardized information systems (CI) projects. Prepares short- and long-range plans for CI systems requirements. Organizes plans and programs to identify the nature and sequence of actions to be supported. Analyzes resources and customer/program requirements to determine the most effective IT hardware and software support system. Assesses impact of maintenance issues, program modifications, software and hardware upgrades, etc. on systems initiatives. Plans and conducts evaluations and analyses which determine cost effectiveness of designed systems. Determines most effective method for implementing completed projects and carries out implementation with minimum impact to ongoing operations. Conducts fiscal responsibilities for assigned systems. Performs program management duties in support of conventional systems acquisition initiatives. Participates in the IT systems software and hardware acquisition process, to include system requirements definition, statement of work development, solution development, contract evaluation, task order review, and vendor proposal evaluation. Conducts standardized studies concerning the integration of IT system software and/or hardware components during the acquisition, development, test, implementation, and modification of programs. Performs management information (MIS) assignments in support of customer needs. Utilizes technology and management principles to develop or adapt IT methods and capabilities to subject matter requirements and end user abilities. Applies expertise to develop MIS capabilities which enhance the effectiveness and efficiency of work processes performed by others. Designs and develops IT applications as needed in support of MIS projects. Conducts end user demonstration and orientation upon implementation and as needed to ensure optimum utilization. Carries out special projects designed to facilitate the full use of the intern's training and development. Such assignments include the development of written summaries and reports to be used by higher level IT specialists, contractors and/or customers; leading teams of co-workers in completion of a conventional project; serving as a team member on large, complex studies; etc. Uses a wide range of CIT systems manuals, standard publications and technical material to obtain information, analyze data and prepare reports. Presents briefings or presentations on findings, which may require gaining senior officials' acceptance of proposed solutions. Keeps abreast of emerging technologies and professional developments to maintain currency in the field and for application to work assignments. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience. Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of IT concepts, principles, techniques, requirements, methods and practices to carry out standardized and conventional IT specialist assignments. 2. Knowledge of the principles, policies, and practices of acquisition and program management to participate in the planning, organizing and management of software and hardware systems acquisition. 3. Knowledge to develop and maintain IT systems which support the operation, planning, management, analysis and decision making functions of the customer. 4. Analytical and evaluative skills to integrate systems of information technology programs and/or equipment to meet customer or project requirements. 5. Oral and written communication skills for effective working relationships, interaction with customers, and presentation of findings and proposals to senior officials.
