Duties Serves as a Branch Chief directing and supervising employees highly skilled in the information technology and cyber security discipline. Responsible for managing and directing of highly critical missions and functions of the organization. Continually keeps abreast of "state-of-the-art" advanced technology. Studies appropriate journals, participates in computer users technical seminars, maintains contacts with vendor personnel, and takes other actions as appropriate to maintain up-to-date knowledge in the field. Leads in developing and maintaining strategic plans; assessing policy needs and developing policies to govern Information Technology activities. Exercises authority over planning, prioritizing and scheduling work to be performed by subordinates and evaluates work performance. Provide advice, counsel or instructions to employees on both work and administrative matters. Requirements Conditions of Employment Must be a U.S. Citizen. This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination. This position requires a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance. Qualifications Basic Requirements: Applicants must demonstrate on their resume that they have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions For the GG-14 grade level, you must have at least one year of qualifying experience equivalent in level of difficulty and responsibility to the GG-13 grade level in the Federal service, or comparable in difficulty and responsibility to GG-13 if outside the Federal service, is required. Qualifying experience is defined as experience supervising management teams and other personnel, executing fiduciary and fiscal planning oversight of expenditures by applying sound fiscal management concepts/practices to maximize current resources within budgetary constraints and providing executive project management and senior level direction over computing resources to include infrastructure optimizations, governance, standardization initiatives, transformation objectives. The incumbent manages plans, policies, and strategy for operations and maintenance of the Hybrid Cloud Broker, and has strong customer engagement, marketing, and sales related skills and experience. In addition to meeting the qualifying experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, regency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Education There is no substitution of education for the qualifying experienceat the GG-14 grade level Additional information This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system. Positions in the Cyber Excepted Service are positions necessary to carry out and support the mission of the United States Cyber Command. If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment. This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service. A three year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service. This position is subject to completion of 1 year probationary period for assignment to a supervisory position.
