Job description
Duties Continued From Summary: Develops, maintains, and supports databases necessary for architectural, engineering, and base management practices including facilities management, environmental management, site plan development, utilities design and maintenance, architectural floor plans, existing conditions, mapping, future development plans, readiness, emergency response systems, inventory real property management, and other planning systems. Studies new methods and applications and provides advice on techniques and tools available for solving CADD/GIS related technical problems. Updates, coordinates, and implements GIS data such as maps, real estate, and engineering data. Duties/Responsibilities: Represents the GeoBase section with a variety of installation and functional area organizations. Program responsibility and management of the PACAF Installation GeoBase Program. Manages and oversees the GeoBase Program training. Participates in special projects and initiatives and performs special assignments. IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME); needed to ensure the continued operations of mission essential functions of the activity. Qualifications In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include extensive knowledge of GeoBase/GIS sufficient to facilitate an efficient and effective GeoBase program which ensures optimum installation resources in a day-to-day setting and m an expedient emergency response for crisis situations; thorough knowledge of the GeoBase Program elements, operations, infrastructures, and objectives to apply analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the GeoBase Program operations, used to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the GeoBase Program; Knowledge and skill sufficient to serve as a technical authority in the planning, development, and implementation of a GeoBase/GIS systems for use by installation functionals such as Civil Engineering, Fire Department, Security Forces, Communications and Disaster Preparedness; Knowledge of applications and the associated standards, including Spatial Data Standard for Facilities, Infrastructure and Environment (SDSFIE). OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Civil Engineer structures, infrastructure system and associated functions to include the Base Comprehensive Plan and utility maps Knowledge of emergency response plans, lines of authority, and installation response roles and responsibilities Knowledge of computer system networking, database systems, GeoBase Data Information Systems, AutoCAD, Arc View, Geospatial Information Systems (GIS) and the associated standards, including Spatial Data Standard for Facilities, Infrastructure and Environment (SDSFIE). Knowledge of the capabilities, limitations, and employment of COTS (commercial off the shelf software) used in the development of the GeoBase Program. Knowledge of analytical and evaluative methods and procedures and skill in evaluating program operations to develop comprehensive plans and to analyze work processes and continually improve them to meet customer requirements in relation to the GeoBase Program. Skill in planning, organizing, executing, directing and evaluating the GeoBase Program for the purpose of having a viable GeoBase Program in place for users. Ability to develop training plans and conduct training programs which will enable the commanders and other installation users to utilize the vast capabilities of the GeoBase Program. Ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate joint planning efforts to manage the execution of the GeoBase Program with clarity, and to clearly and concisely present information in a briefing type format. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
