Job description

Duties You will direct and manage the development of courses, ensuring adherence to adult learning best practices and leveraging technological advancements. You will design and oversee implementation of new courses to address organizational needs, while also managing the recruitment and training processes of faculty and speakers. You will initiate and plan the development of curricula, utilizes instructional design principles to create engaging educational programs. You will employ teaching strategies to justify curriculum design changes. When necessary, they engage with external entities to conduct research on educational trends and best practices. You will manage the recruitment of speakers and facilitators, ensures the organization is equipped with knowledgeable and engaging presenters. You will conduct strategic planning to enhance educational initiatives, identifying opportunities for partnerships to support organizational objectives. You will implement evaluation methodologies to assess the effectiveness of courses, seminars, and symposia delivered to adult learners, both in-person and through hybrid delivery methods. You will provide direct oversight to faculty members regarding course content, objectives, and delivery methods. You will facilitate faculty development workshops or training sessions to promote best practices in curriculum design and delivery. You will obtain relevant certifications to enhance organizational capabilities and develop partnerships to expand educational activities with Arctic allies and partners. You will ensure compliance with security protocols and regulations, upholds the organization's commitment to safeguarding sensitive information. You will assign work to subordinates based on priorities, selection consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates. You will identify developmental and training needs of employees, providing or arranging for needed development and training, and provides on-the-job training to new employees in accordance with established procedures and practices. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing leadership and guidance to school- based instructional system specialist and curriculum development teams. Experience utilizing instructional systems design to develops, revises, and updated curriculum materials such as lesson plans and teaching guides for faculty to use in the classroom (virtual, in-person, and hybrid). Experience to evaluate the effectiveness of existing curriculum materials or programs, making recommendations for changes when needed. Experience providing advice and guidance to faculty based on individual observation and student performance data. Experience assisting faculty with creating lesson plans that incorporate new teaching methods or technology into their classrooms. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess Basic Requirements: Successfully completed a 4-year course of study in an accredited college or university leading to a bachleor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
