Job description

Duties Plans, organizes, and directs activities of the Combat Readiness and Resources Network Operations Element, ensuring that work complies with legal and regulatory requirements and meets customer needs. As the senior specialist distributes workload, monitors the status and progress of work, reviews work, and provides instruction and training to employees. Performs maintenance and system administration for a variety of support systems mandated and all associated peripherals which provide cargo and passenger data processing support. Represents the Group (715 AMOG) and Squadron (732 AMS), with a variety of installation and functional area organizations. Performs as project officer to assignments relating to the program planning, monitoring, and/or coordination of the system analysis and programming functions related to networks, telecommunications and the installation of new computer systems and software. Group Squadron Unit Security Assistant and Trainer Performs network security support functions. Performs a variety of duties in the operation and maintenance of various types of peripheral equipment. The employee must be able to obtain and maintain a Secret security clearance. The employee may be required to work overtime. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. This position is designated as a key position. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. A Security+ Certification and/or DOD 8570 IAT Level 2 Certification is highly desired but not required. Eligible for a Cost-of-Living-Allowance (COLA) which is subject to change without notice Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Managment Group Standard. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes; Utilization of the mission, objectives, terminology, and management practices in the activity, the agency, and the department to recognize probable areas of interaction and overlap between proposed and existing system. Utilization of life cycle costs and the factors that must be included when determining the cost effectiveness of development and introduction of new technology into systems in the inventory or new systems during the acquisition phase. EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a related field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS : Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. General knowledge of the mission, objectives, terminology, and management practices in the activity, the agency, and the department to recognize probable areas of interaction and overlap between proposed and existing systems. 2. Knowledge of computer hardware and software systems and their interfaces, higher level programming languages, and other job control languages for a variety of administrative and/or technical program applications that are processed on any of several multi-program operating systems which include, but not limited to Computer Aided Load Planning and Manifesting (CALM), Automated Air Load Planning System (AALPS), Cargo Movement Operating System (CMOS), Global Air Transportation and Execution System (GATES), Global Decision Support System (GOSS), AEF Reporting Tool (ART), Power Track and Microsoft Office and other applicable computer systems. 3. Knowledge of a range of analytical, qualitative, and/or quantitative methods to evaluate and measure the effectiveness and productivity of program operations. 4. Knowledge of facility environment and infrastructure to support computer systems and security to include Virtual Private Networks, Local Area Networks, Wide Area Networks, Wireless Local Area Networks, and Secure Area Networks. 5. Ability to use and maintain computer systems, equipment, and software; analyzes computer network, software, and hardware problems; develop effective and economical solutions; and train users on new computer systems. 6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
