Job description

Duties Serves as program authority and advisor for the National Guard Bureau on training and development for the integrated primary prevention workforce (IPPW). Coordinates with members on the multi-disciplinary prevention team at the National Guard Bureau (NGB). Provides technical assistance for prevention workforce implementation and training. Develops logic models, goals, objectives, and evidence-based strategies as needed. Supervises and approves adaptations to existing evidence-based trainings ensuring revised trainings still meet program objectives and goals. Monitors revised training by evaluating fit to target population with consideration to acceptability and feasibility of the training. Contributes to the strategic development of the Integrated Prevention System by regular participation in strategy meetings. Establishes and managed processes to improve the integrity of division deliverables. Generates public health guiding questions to assess the reach, fidelity of implementation, effectiveness, sustainability, and cost effectiveness of public health initiatives related to integrated primary prevention of harmful acts. Position may perform other related duties as assigned Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes providing program leadership and expertise regarding Integrated Primary Prevention Program Management that includes policy, program administration, program evaluation, budgeting and resourcing and operational research and analysis; establishing and maintaining effective working relationships using tact and diplomacy in interacting with program support representatives, and using ingenuity to generate plans of actions and guidelines when deficiencies are identified. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of assigned areas of responsibility, with emphasis on Integrated Primary Prevention, Compliance, and Training. 2. Knowledge of and skill in applying the methods and techniques of fact finding, analysis, and resolution of complex problems and the development of concrete action plans to resolve problems. 3. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships. 4. Knowledge of management and the States missions and objectives; and their implications on the Integrated Primary Prevention Workforce. 5. Knowledge of the theories, principles, and practices of Integrated Primary Prevention Workforce. Broad understanding of agency objectives missions, and operating programs; and the implications on National Guard Integrated Primary Prevention Workforce. 6. Knowledge and practical understanding of Integrated Primary Prevention Workforce, human resource, compliance, and training principles, concepts, practices, analytical methods, and wide range of qualitative and quantitative techniques. Knowledge of and ability to apply law, executive orders, regulations, policies, and concepts pertaining to compliance and training. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
