In this position you will serve as the squadron's/organization's senior civilian contracting official and staff advisor, provide continuity in management and advisory services in support of the commercial contracting function and obligations for the installation. As the Director of Business Operations acts on behalf of the Commander/ Director in nonmilitary matters with responsibility for the efficient management and technical direction of the squadron or organization. Position: NH-1102-IV (GS-14 Equivalent), Director of Business Operations Location: 673 Contracting Squadron located on Joint Base Elmendorf-Richardson (JBER), Alaska (adjacent to Anchorage) Salary Range: $138,035 - $179,448 PCS/Retention/Relocation/Recruitment Incentives: PCS: Yes. Apply Now!POSITION RESPONSIBILITIES: • OPM Education Requirements for Contracting: • Manages, supervises, and coordinates work of subordinates. Establishes objectives for work to be accomplished and sets priorities and critical schedules for completion of work • Plans, organizes, and oversees the business operations of the Contracting Squadron • Serves as the senior civilian procurement official with unlimited warrant authority • Serves as the Competition Advocate, Business and Contract Clearance Authority, and/or the Small Business Professional SKILLS: • Professional knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to preaward, and postaward actions for a variety of complex and/or diversified services commodities, and/ or construction • Knowledge of business environment (e.g. economic trends, awareness of commercial/industry business practices, standards, mergers, and acquisitions) applicable to program and technical requirements in order to recognize potential programmatic/contractual impacts; knowledge of the principles, methods and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems and their solutions • Knowledge of formal source selection methods, policies, and procedures; contracting negotiation, administration, and termination principles, policies, procedures, and technical requirements, and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established and approved rates to determine price reasonableness or to determine a negotiation position • Ability to identify problems, determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and make recommendations; makes sound, well-informed, and objective decisions applying precedents found in government contracting case law to specific contracting situations to insure that legally binding contracting officer decisions are consistent, justifiable and will be upheld at appellate courts or boards; perceives the impact and implications of decisions; commits to action, even in uncertain situations to accomplish organizational goals • Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy; and ability to establish effective working relationships with others • Ability to plan, organize, and direct the functions and staff of an organization through subordinate supervisors • Serves as an unlimited warranted contracting officer • May be required to travel by military or commercial aircraft in the performance of assigned duties • May be required to work overtime • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise • Employee is required to attend annual ethics and procurement integrity training • Employee must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8 Your resume is key to evaluating your skills, knowledge, and abilities; be clear and specific when describing experience.
