ASRC Federal Communications Ltd. Site Operations Manager will oversee all support functions to include facility/utility operations and maintenance, airfield operations, lodging, food services, medical, and logistics. Position will manage a diverse workforce of up to 100 employees that provide all services on site. Must be a strong leader able to execute the Air Force mission from Eareckson Air Station (Shemya AK), providing Installation services and support in the Pacific. Provide the leadership, management and technical direction to improve operations and guide the workforce to provide professional service while promoting safety and quality. As a Site Operations Manager, you will apply leadership principles promoting employee development, creative thinking, and empowerment along with open communications. This position will be a non-union on a rotational schedule to be explained during initial interview. Essential Duties & Job Functions: Exercises sound business practices/methods to ensure all business activities are in compliance with all corporate policies/procedures and contract requirements; are carried out in a legal and ethical manner and in compliance with applicable laws and regulations; and are in accordance with good corporate safety practices. Guides work prioritization, implementing cost effective measures to work execution, and in making decisions regarding work quality. Develops and implements processes, procedures, and initiatives to effectively and successfully execute contract requirements, monitor progress, enhance performance, and address and resolve performance deficiencies. Communicates operational activities routinely to the program manager and if required various government agencies responsible for site operations. Interfaces regularly with on-site tenants to ensure maintenance activities and daily support are provided in accordance with Government Tenant Agreements. Directs and controls the activities as required to meet or exceed contract performance objectives and thresholds. Performs all necessary management functions in order to plan, implement, track, report, and deliver the required services described in the applicable Performance Work Statement (PWS). Directs contract activities through subordinate managers/leads and sets the priorities for the site workforce. Maintains day-to-day operations of facilities, such as delegating and/or completing maintenance orders, and direct oversight of the customer service desk. Provides technical and professional expertise, advice, and opinions on work of significant depth and complexity. Inspects buildings and structures to determine the need for renovation or repairs. Plans and formulates work plans, organizes tasks, and reviews maintenance data to determine efficiency and effectiveness, and to ensure successful contract performance. Recommends courses of action and alternatives to avoid problems in the contract. Ensures that facilities meet government regulations, and environmental health and security standards. In conjunction with site personnel, responds to all on-site emergencies. Work with and empowers other to complete complex, technical maintenance and repair problems associated with mechanical, civil, electrical, sanitation, and structural disciplines. Review utilities consumption and strives to minimize cost. Oversees building projects, renovations, or refurbishments. Ensures project goals/objectives and contract obligations are met, and sound business practices are appropriately and consistently applied. Maintains a positive and energetic attitude in order to retain, and develop competent and productive employees by giving proper direction, guidance, and counseling. Reviews proposed department purchases, financial transactions and obligations, and approves within delegated authorities. Manage and review service contracts to ensure facility management needs are being met. When mission impacts are unavoidable due to equipment failure, convey the scope, breadth, and duration of mission impacts to program management. Manages all site personnel in accordance with corporate policies and procedures, and union collective bargaining agreements. Conducts employee performance evaluations; planning, assigning, and directing work; addressing employee complaints; and resolving personnel/task conflicts/problems. Ensures site work environment is safe for all employees free from harassment, intimidation, retaliation, or discrimination. Maintain the company vehicle and equipment management and maintenance program that ensures proper tracing of all company and government provided assets, vehicle/equipment utilization, scheduling of maintenance functions, inspection of assets, etc. Provides leadership and commitment by implementing, monitoring, and improving initiatives focused on environmental and safety performance. Supports, develops, and implements safety strategies and programs to reduce injuries and avoid losses. Maintains a customer service orientation. Manages a production control service desk. Oversees the production of the weekly, monthly, quarterly, and annual reports to the customer. Performs other related work as assigned. Accountable For: Health, safety, and environmental requirements as outlined in applicable regulations, standards, and/or technical orders. Government contracting terminologies and applications. The use of common office machinery, including copiers, fax machines, and computers. Outstanding organizational skills to ensure an efficient operation. Requirements: Degree in management, project or business administration, or science/technical fields. Four (4) years of base operations and support (BOS) project, program, or operations management experience may be substituted for degree. Six (6) years of managerial experience leading, managing, and directing a large (greater than 50 people) multi-specialized workforce in the execution of base support services to include experience in construction, maintenance, and all facets of facility operation. Four (4) years of managerial experience must be at BOS or O & M contract at a remote location, or locations, without being terminated for performance reasons. Experience must be current or within the last two (2) years. Experience with the FAR, DFARS, and other federal regulatory guidance, laws, and requirements. Relevant professional qualification, (e.g. CFM) will be an advantage. Working knowledge of Human Resources Management principles and practices. Working knowledge of Project Management, principles and practices. Intermediate skills in Microsoft Office software, Excel, Word, PowerPoint, and Outlook. Valid state drivers' license with an acceptable driving record. US citizenship and ability to obtain and maintain a Secret clearance. Ability to successfully pass a pre-employment physical and drug test.
