SUMMARY Joint Interoperability Test Command (JITC) Test Evaluation and Certification II Services (TEC II) contract provides technical solutions for the DOD in support of Test and Evaluation (T&E) services and T&E enabling services. JITC's service requirements are categorized in the following areas: T&E Performance Requirements, T&E Capability Management Requirements, T&E Capability Requirements, and Overarching Contract and Task Order (TO) Requirements. TEC Services are provided to DoD Combatant Commanders/Services/Agencies, federal and state agencies, coalition partners, and commercial entities to aid in the design, development, acquisition, integration, deployment, operational use, and sustainment of new and enhanced Information Technology/National Security System capabilities. Agile-Defense is looking for a Business Systems Analyst specialist to assess organization policies, procedures, and processes in support of managing data and information records management. The selected candidate will assist in the development of Records Management (RM) requirements by identifying and documenting internal stakeholder needs. Efforts will also address sustainment of RM policies, procedures, and processes through information validation, capturing metrics, records management administration, assisting in changes establishing a change management process, developing, and delivering workforce training on RM processes and systems using Power Applications, Power Business Intelligence, other DoD365 Enterprise applications, Wikis, or other approved tools. The selected candidate will assist the task lead in the following areas: JOB DUTIES AND RESPONSIBILITIES • Assist in development and implementation of RM policies, processes, and procedures in accordance with applicable Governmental directives and commercial best practices and standards. • Assist in the development, implementation, and administration of the organization's RM program as well as the development of uniform systems and procedures for filing records and materials in various media formats. • Support Knowledge Management modernization efforts transitioning legacy information repositories to cloud-based Information Technology solutions. QUALIFICATIONS Required Certifications • This position requires an active Secret security clearance on hire date. Education, Background, and Years of Experience • Requires a Bachelor's Degree and 3 years of related software engineering and/or military experience. ADDITIONAL SKILLS & QUALIFICATIONS Required Skills • This position requires a Secret security clearance. • Proficiency using MS Office 365 suite. Experience with MS SharePoint and MS Project is desired. • Strong data analysis skills and critical attention to detail. • Ability to take ownership of work, perform autonomously with minimal oversight, and be proactive with communications and task prioritization. • Excellent communications skills, including verbal, written and presentation skills with the ability to write complex developer-level issues in a clear, concise, and easily understood manner. • Attention to detail creating, reviewing and editing requirements, specifications, and recommendations related to proposed solutions. • Ability to collaborate effectively with senior management, cross-functional teams, internal/external customers, and end-users. • Familiar with DoD operations and environment, and comfortable with IT systems and software. Preferred Skills • Experience as a Business Systems Analyst, Systems Analyst, Technical Analyst or a related discipline with an emphasis on delivering cutting edge technology. • Experience with Power Apps, Power BI, and/or SharePoint Online. • Experience with data engineering and metadata tagging. • Experience of working with Agile Development teams. WORKING CONDITIONS Environmental Conditions • Contractor site with 0%-10% travel possible. Possible off-hours work to support releases and outages. General office environment. Work is generally sedentary in nature, but may require standing and walking for up to 10% of the time. The working environment is generally favorable. Work is generally performed within an office environment, with standard office equipment available. Strength Demands • Sedentary - 10 lbs. Maximum lifting, occasional lift/carry of small articles. Some occasional walking or standing may be required. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
