Job description

All Qualified Resumes Responded to in 24 Hrs or Less Active DOD Secret, TS/SCI or eligible Job Description Performs electro-optical (EO) systems imagery test planning and execution to support standards conformance and interoperability testing. Performs imagery test planning of airborne and space-based imagery payloads to conduct standards conformance and interoperability tests. Develops test plans in collaboration with EO system design engineers. Analyzes test results and drafts thorough, accurate, and complete formal test documentation. Prepares and presents technical test results to government customers and system developers for corrective action. Researches and develops new data processing algorithms and analysis techniques for remote sensor data exploitation. Tests and validates analysis tools and algorithms against historical and simulated data test sets. Supports analysis tool code transition from requirements development through implementation. Participates in the working groups of the imagery standards community such as the Motion Imagery Standards Board (MISB) and the National Imagery Transmission Format Standard (NITFS) Technical Board. Reviews updates to existing imagery standards and drafts of emerging standards for testability. Coordinates with the respective standards working groups on the expected test metrics, rigor, and services. Maintains test service qualifications for the core imagery standards, including Motion Imagery (MI), and various forms of Moving Target Indicator (MTI). Acquires emerging or updates Executable Test Suites (ETS) (e.g., test plans, test software, controlled test sets, GOTS/COTS, etc.) produced by the National Systems for GEOINT (NSG) community. Attains/maintains authorization to test and/or registration as a test service provider for core imagery standards. Required Education Requires a Master's degree and at least 4 years of experience; a Bachelor's degree with at least 6 years of experience; or an Associates degree with at least 12 years of experience. One year of experience can be substituted by 15 semester hours completed towards a Master's degree. Requires at least 1 certification in area of specialization. Additional certifications in the area of specialization may be substituted for 1 year of experience. The degree must be in a relevant technical curriculum and experience must be related to the job duties. Qualifications: Passion for programming, photography, remote sensing, earth sciences, and geography. Knowledge of radiometry, calibration, computer vision, and imaging sensors. Relevant experience in remote sensing, mapping, and/or cartography. Understanding of scientific computing using Python/Scripting in a Linux/MS Windows environment. Knowledge of scaling code with cloud computing resources, e.g. Amazon Web Services or Google Cloud Platform. Experience with coordinating test tool maintenance updates and enhancements to software developers. Familiar with NITFS documentation (MIL-STD 2500C, STDI-0002 vols 1 and 2, STDI-0006), JPEG2000 image compression schemes, and standards conformance testing. Familiar with NITFS-related test tools (CIVA, Kakadu, UltraEdit) and process applications (ELTs, imagery libraries, etc.). Familiar with MI transport and video compression formats, Key-Length-Value metadata standards, and standards conformance testing. Familiar with MTI format and standards conformance testing. Some educational background in software development (field experience is a plus). Familiar with manned and unmanned Intelligence, Surveillance and Reconnaissance systems, sensors, operations, and associated imagery. Familiar with DoD operations and environment, and comfortable with IT systems and software. Familiar with and actively using the Microsoft Office suite.
