Job description

Duties Develops, reviews, analyzes, and provides advice and recommendations on the activity's budgets, acquisition plans, and multi-year programs. Serves as a senior analyst responsible for providing expert level advice on all phases of the budget process and financial management; to include aspects of the budget's formulation, execution, and review processes. Analyzes budget execution and recommends program adjustments and the transfer/reallocation of funds between organizational elements Serves as financial consultant on issues such as: budgeting strategies; financial management tools and products; resource distribution; program priorities, financial forecasts; reprogramming, and development of annual and long-range financial plans. Assists the program managers in developing contractual plans, i.e., to review and recommend changes to the contractual plan, and to monitor commitments and obligations of the contractual programs based on that plan. Participates in development and execution of the current year budget; reviewing its impacts on technical end objectives, and priorities which change frequently by JS and/or OSD direction. Analyzes technical plans, fiscal history, and fiscal performance to ensure efficient utilization of resources, and to ensure consistency with established policy and management objective actions. Requirements Conditions of Employment Must be a U.S. Citizen. This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination. This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905. This is a Financial Management Level 3 certified position. This is a drug testing position. Qualifications Specialized Experience: For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service, is required. Specialized experience at the GS-14 grade level is defined as having expert level experience with programming and budget formulation, justification, presentation, and submission on all phases of the budget processes; experience performing and analyzing studies in the design, development, and integration of programs to support mission requirements; and experience providing financial data to be used in annual spend plans and one-year operating plans. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
