Job description

Duties Develops plans for law enforcement operations on the installation for the Chief of Police's approval. Plans for current and long-range operations based on workloads, trends, and project requirements. Develops methods and procedures affecting overall operations and delegate's tasks to subordinate supervisors. Formulates long range operating plans based on assigned mission and functions, regulatory guidance, equipment, funding and staffing requirements necessary for mission accomplishment. Performs specialist tasks such as public relations visits to units and activities serviced. Conducts liaison visits to local law enforcement agencies to discuss areas of mutual concern. Prepares presentations as required and organizes the Provost Marshal weekly staff meetings. Serves as Chief of the Operations Branch, Police Services Division, and law enforcement officer responsible for supervising military personnel, civilian employees/contract employees with assistance from subordinate supervisors/work leaders. Establishes, supervises, and directs the overall organization, planning and operation of the Operations Branch. Responsible for accomplishing desired objectives by administratively and technically supervising the branch's work. Maintain law and order and protect, life, property and civil rights of individuals through enforcement of the full range of federal, state and local laws, ordinances, rules and regulations and the Uniform Code of Military Justice (UCMJ). Responsible for the investigation, apprehension and detention of persons or groups suspected or convicted of offense against the criminal laws of the United States. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Successfully graduated from the United States Army Civilian Police Academy, unless incumbent has a current approved waiver/exemption or grandfathered from the Office of the Provost Marshal General. This is a Testing Designated Position (TDP) and is covered by the Alcohol and Drug Abuse Prevention and Control Program. IAW AR 600-85, a DA 5019R Condition of Employment must be signed for mandatory drug testing. Must possess a valid state driver's license and be able to obtain and maintain a government motor vehicle operator's license. Must be able obtain and maintain a (Secret) security investigation. Hours of work is subject to irregular and/or rotating shifts, evenings, nights, weekends and holidays. Required to work overtime as directed and is subject to recall for emergency overtime. Official Temporary Duty (TDY) up to 10% of the time may be required. Subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals. Interviews witnesses and other persons involved and determines whether facts warrant apprehension or lesser action. 6. Collects and preserves evidence. 7. Conducts long and short-term investigations on criminal cases and analyze facts to identify suspects. 8. Develops case information for use in pressing charges and bringing suspect to trial. AND must have experience: Plans work to be accomplished by subordinates OR Gives advice, counsel, or instruction to employees on both work and administrative matters. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). For outside applicants (i.e., those without current or prior Federal competitive or excepted service), one year of specialized experience equivalent to at least the next lower level (GS-10) is required.
