Job description

Duties Serves as a Branch Chief and information technology (IT) cybersecurity specialist in the Global Cyber Center (GCC) of Network Enterprise Technology Command (NETCOM). Performs IT security management across the Army's portion of the Department of Defense Information Network Army (DoDIN-A). Monitors and evaluates the security posture of all DODIN-A IT systems, procedural compliance with information assurance (IA) policies, and tracking and enforcing overall compliance with Cyber Tasking Orders (CTOs) for the Army. Responsible for the activities of assigned Cyber Security IT Specialists (INFOSEC) and Military personnel. Represents the NETCOM GCC in various high-level meetings with ARCYBER, Army, DoD, and industry. Provides first-level supervision and directs daily operations to ensure accomplishment of the cybersecurity compliance mission civilian and military personnel Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Three-year trial/probationary period may be required if not already completed. Must be able to obtain and maintain a determination of eligibility for a Top Secret security clearance with access to Sensitive Compartmented Information (SCI) or access for the duration of employment. IAW with Change 3 to AR 600-85, must successfully pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter. In support of contingency operations, incumbent may be required to work overtime and shift work on short notice to include nights, holidays and weekends. This position is designated mission essential. In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) Must report to work or remain at work as scheduled to support mission operations. Must submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006. Required to satisfactorily complete the appropriate training and obtain the required qualification/requalification for this position within 9 months of entering the position. One-year supervisory probationary period may be required if not already completed. Basic Requirement for Supervisory IT Cyber Security Specialist (INFOSEC): Specialized and Other Experience: One year of specialized experience which includes leading a team of IT specialists and military personnel, providing guidance and direction to ensure the successful execution of IT security management tasks in support of Army operations; working effectively in a team environment, collaborating with other IT specialists, military personnel, and stakeholders to ensure compliance with information assurance policies and military task orders; employing the Army operations process to plan and execute IT security management tasks in support of the Department of Defense Information Network Army (DoDIN-A); monitoring and evaluating Army IT systems and infrastructure to ensure their security posture; representing an organization at high level meetings to negotiate, influence or motivate others to a desired course of action. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG-13). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirements using experience alone no substitution of education for experience is permitted. Additional information This position is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure.
