Job Title: System Administrator

• Certifications to coincide with DoD 8570.01M IAT/IAM/IASAE. SUMMARY Joint Interoperability Test Command (JITC) Test Evaluation and Certification II Services (TEC II) contract provides technical solutions for the DOD in support of Test and Evaluation (T&E) services and T&E enabling services. JITC's service requirements are categorized in the following areas: T&E Performance Requirements, T&E Capability Management Requirements, T&E Capability Requirements, and Overarching Contract and Task Order (TO) Requirements. TEC Services are provided to DoD Combatant Commanders/Services/Agencies, federal and state agencies, coalition partners, and commercial entities to aid in the design, development, acquisition, integration, deployment, operational use, and sustainment of new and enhanced IT/NSS capabilities.
Manages the daily activities of configuration and operation of the organization's IT systems and applications. Assists in the installation, maintenance, and general support of IT systems. Identifies and resolves problems associated with operating systems. Analyzes and resolves problems associated with server hardware/software and applications software. Detects, diagnoses, and reports related problems on both server, desktop, and mobile IT systems. Assists users with questions or issues related to accessing and using IT systems. Installs new software releases and system upgrades, evaluates and installs patches, and resolves software related problems. Performs system backup and recovery procedures. Maintains data files and monitors system configuration to ensure data integrity. Performs system capacity analysis and planning, and optimizes system operation and resource utilization. Develops and implements policies and procedures to ensure that systems support the organization's business requirements and meet the needs of end users. Defines system requirements based on user/client needs, cost, scalability, and required integration with existing applications, systems, or platforms. JOB DUTIES AND RESPONSIBILITIES Maintain and configure all Government operated servers within the Global Network Test Facility (GNTF) test enclave zone. Maintain and configure the servers within the network, Online Certificate Status Protocol (OCSP), Terminal Access Controller Access-Control System, SYSLOG computer data logging, Remote Authentication Dial-In User Service, Active Directory, DoD Public Key Infrastructure (PKI), Domain Server, MS operating systems for Information Assurance Vulnerability Alerts (IAVA) support, DISA Vulnerability Management System for IAVA reporting, and VMware technology. Maintain an outbound-request-only IP connection to the appropriate JITC lab for the purpose of access to the NIPRNET. Maintain an OCSP proxy server to ensure that SUTs may request and receive OCSP responses via a managed outbound connection to the NIPRNET. Ensure IAVA on all computers and servers are addressed prior to suspense dates for all equipment operated. Maintain, control, and protect a listing of all passwords for the servers and computers that are in the UC Facility, annex, Emergency Relocatable Switches, and any other servers within any UC Facility test zone enclave. Coordinate with the JITC testbed/lab operations as necessary on all server configurations. Maintain, control, and protect a listing of all Systems Security Access Requests (SSAR) (DD Form2875). Issue passwords or other access controls for systems, computing environments, servers, or network devices only to individuals authorized via the SSAR. Develop and conduct backup and recovery procedures. Participate in technical service reviews, market research, and benchmark evaluations. Develop supplemental technical and procedural documents required for effective network and system
administration. Perform lifecycle support services that include installation, maintenance, and warranty coordination of net- work and system equipment. Attend technical meetings that require specific advice, solutions, and alternatives on technical or testing is sues regarding this function. Anticipate at least one meeting per month for different Systems Under Test (SUTs). QUALIFICATIONS Required Certifications
• Certifications to coincide with DoD 8570.01M IAT/IAM/IASAE. Education, Background, and Years of Experience
• Requires a Master's degree; or a Bachelor's degree with at least 4 years of experience; or an Associate's and at least 6 years of experience. One year of experience can be substituted by 15 semester hours completed towards a Master's degree. Additional certifications (other than those required for the position) in the area of specialization be substituted for experience but varies by certification. The degree must be in a relevant technical curriculum and experience must be related to the job duties ADDITIONAL SKILLS & QUALIFICATIONS Required Skills
• Requires IAT Level II certification. Working knowledge in DISA Security Technical Implementation Guides (STIGs) implementation; Group Policy; Active Directory; Domain Name System (DNS); MicroSoft SQL Server 2016 or later (applied STIGs); Endpoint Security Systems (ESS); ESXI and vCenter Server version 7.0.x Horizon View, Virtual Networking (vSwitches); Internet Information Services IIS 8.X or later; PKI services (OCSP, CRL, CA, CSRs); RADIUS, TACACS+, LDAPs); Security Center and Nessus Scanner; Risk Management Framework (RMF) process; Windows Server Update Service (WSUS); Windows Package Publisher (WPP); firewall (protocols, ports); Host Based Intrusion Protection System (IPS) Policies; Dynamic Host Configuration Protocol (DHCP); Linux Operating Systems (Red Hat Enterprise Linux, Cent OS, Oracle Linux); SolarWinds and Databases, Solarwinds KIWI Syslog Server; • PowerShell or Command Line; • Scanning Tools (Wireshark); Axway Desktop Validator and Axway Validation Authority software; ITSM Remedy. WORKING CONDITIONS Environmental Conditions
• Contractor site with 0%-10% travel possible. Possible off-hours work to support testing and training. General
