Duties This position is located with the Combined Support Maintenance Shop (CSMS) in Phoenix, Arizona. The primary purpose of this position is to prepare and apply coating materials such as paints, varnishes, and rust proofing compounds on stationary and mobile equipment and on combat, tactical, and commercial vehicles. THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. Requirements Conditions of Employment ARIZONA ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED. Prior to appointment into this position, selectee must be a current member of the Arizona Army National Guard, in a military organization supported by the CSMS. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. Incumbent must possess or be able to obtain a Secret Security Clearance within a year of appointment. NOTE: If you are the rank of E8-E9, WOC, or W1/WO1 you must already possess at least a secret security clearance. Irregular (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Applicant must possess and maintain a valid unrestricted State (and Military) Driver License. Applicant must be able to gain and maintain access to all required systems and the AZ-ARNG Network. Qualifications Military Grades: Enlisted: PFC/E-3 to SGM/CSM/E-9 Warrant Officer Candidate: WOC Warrant Officer: WO1/W-1 Compatible Military Assignments: Must possess or be able to obtain 12, 91, or 92 Series MOS. SPECIALIZED EXPERIENCE : Must have at least 18 months experience or training which demonstrates the candidate's knowledge of any surface preparation and coating methods and techniques. Skill in building up, shaping, and leveling surfaces with metal and synthetic resins, plastics, and patching compounds; obtain finely smoothed surfaces with abrasive compounds, pumice, and rottenstone; even out dents and scars by burning-in processes; and treat surfaces with pre-coating agents. Experience must also demonstrate the skill to brush on, roll on, and spray coating materials, and apply other related methods and techniques, such as cutting-in techniques and dip and overflow methods. Experience which required the applicant to interpret and follow technical orders, specifications or publications. Education You must provide transcripts or other documentation to support your Educational claims. Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics): 1. Knowledge of any accepted surface preparation and coating methods and techniques to apply coatings to stationary and mobile equipment, and to combat, tactical, and commercial vehicles. Skill in preparing the surface for paint by using compounds and abrasive to even out dents and scars. Skill to remove rust, paint and loose particles from surface so that coating materials will adhere properly. 2. Ability to prepare coating materials by tinting, toning, etching, blending, and mixing in various additives (i.e., retardants, hardeners, drying agents, and other additives). Knowledge of tools when mixing and testing paint viscosity and thickness. 3. Knowledge of coating materials so that surfaces are free from skips, runs, and drips, orange peels, fish eyes, and brush strokes. Skill to sand, wire brush, scrape, spackle, and putty surfaces; to brush on, roll on, and spray coating materials; and to apply other related methods and techniques. 4. Ability to read and apply directions that relate to the mixture, use, and application of various kinds of coating materials, solvents, etc. Ability to read paint schemes, and manufacturers specific instructions and guidelines. 5. Skill in using tools and equipment such as scrapers, wire brushes, putty knives, sandpaper, paintbrushes, rollers, and spray guns. 6. Ability to apply Chemical Agent Reactive Coating (CARC) materials in accordance with specifications and dimensions and demonstrate ability to manage workflow into the paint shop as assigned by the supervisor while determining what jobs can be done in a series or if items need to be completed alone. 7. Ability to communicate effectively, both verbally and in writing, to include proficiency in using computers and office productivity software to organize and convey information relevant to the customer and supervisor.
