Job description

Duties Collaborate and work closely with CHMR Officers at other Office of the Secretary of Defense (OSD) and the DoD components. Implement civilian harm/civilian casualty mitigation strategies supportive to emerging contingencies within USEUCOM. Advise the Combatant Commander (CCDR) and applicable Staff Joint Directors on the status of theater wide planning and ongoing operations in the USEUCOM area of responsibility. Manage the daily administrative operations of the CHMR program, including weekly scheduling, cross-functional collaboration and coordination via official task management systems, progress reporting, and correspondence with key stakeholders. Engage at the O6/GS-15 and executive level with supporting combatant commands, other cabinet departments and supporting agencies, OSD, military services, and the joint staff to adjudicate civilian harm and mitigation issues, and other action. Manage and coordinate tasking responses, work activities, assignments, and projects internal to USEUCOM to ensure effective completion of program requirements. Work closely with other command staff on efforts to integrate CHMR learning objectives into training and education programs, including professional military education (PME) courses. Requirements Conditions of Employment One year trial/probationary period may be required. Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Visit Must be able to obtain and maintain a Top Secret/SCI security clearance. Must comply with drug abuse testing program. Must be able to participate in applicable training and/or readiness exercises. Must be able to work under austere living conditions as well as share accommodation under field conditions (containers, tents and/or barracks). Must be able to travel using military transportation or non-commercial means of travel. Position is designated as Emergency Essential: Must sign a statement of understanding to perform the duties of this position in the event of a crisis until relieved by proper authority. Prior to appointment to this position, must sign a statement documenting your consent to be immunized with the complete anthrax vaccination series and subsequent annual boosters. Member of Ready Reserve must be released from reserve status to go into emergency essential positions. A medical examination required: If selected, satisfactory completion of a medical examination is required before assignment to the position. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Program Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). Note: To meet the Time in Grade (TIG) requirement, include a copy of your latest SF-50 showing your highest permanent grade with your application/resume. Acceptable SF-50s include those for Promotions, Within-grade/Range Increases, or any SF-50 over one year old. Failure to do so may affect your employment consideration. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12. If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12. Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250 .
