Job description

Duties Facilitate communication, provide project oversight, manage timelines, monitor progress and ensure collaboration among the team. Stand in as the CHMRO Director or deputy in the event of absence, and lead the Civilian Harm Assessment Cell (CHAC), Civilian Harm Mitigation and Response (CHMR) Office, JS Directorate, Headquarters, United States Africa Command (USAFRICOM). Implement strategic level policy, coordinating efforts with the office of the Secretary of Defense (OSD) the joint staff, interagency partners, and service components in order to operationalize assigned objectives. Provide advisory services, and direction for combatant command level planning, developing strategic/operational plans and exercises in response to crisis, civilian harm to include civilian casualties, and emerging contingencies of USAFRICOM. Manage and coordinate tasking responses, work activities, assignments, and projects internal to the AFRICOM, where appropriate, to ensure effective completion of program requirements. Requirements Conditions of Employment Member of Ready Reserve must be released from reserve status to go into emergency essential positions. A medical examination required: If selected, satisfactory completion of a medical examination is required before assignment to the position. One year probationary period may be required. Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Visit This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with eligibility for access to Special Compartmentalized Information (SCI) for the duration of employment. The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter. Must be willing and able to obtain and maintain Country/Theater Clearance per the Foreign Clearance Guide located at https : Must maintain no-fee passport and Visa, obtain any vaccinations and pertinent immunizations, and complete any pre-employment screening for country entry. Duties of this position entail alternative duty schedules (e.g., extended shifts exceeding 12 hours; nights, weekends, or holidays); being recalled for urgent situations; working overtime without notice in response to time-sensitive matters, etc.). Position is designated as Emergency Essential: Must sign a statement of understanding to perform the duties of this position in the event of a crisis until relieved by proper authority. Prior to appointment to this position, must sign a statement documenting your consent to be immunized with the complete anthrax vaccination series and subsequent annual boosters. This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed. Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education This job does not have an education qualification requirement. Additional information Direct deposit of pay is required. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250 .
