Job description
Duties Serve as the Continuity of Operations (COOP) Program Manager and subject matter expert ensuring the command can execute mission essential functions as outlined in federal policies and DoD Directives. Conduct, Facilitate, and attend working groups and operational planning teams at the strategic and operational levels. Create policies, plans, orders and briefings at the strategic and operational levels. Coordinate Continuity of Operations (COOP) into AFRICOM missions, policy, plans, and programs, mitigating mission-execution risk from the full spectrum of threats and hazards to mission critical capabilities, functions, and supporting assets. Support overarching programs and functions assigned to the Mission Assurance and Protection Division to include strategic and operational level development of policy, program expansion, training and exercise plans. Provide inputs through the Joint Resourcing Requirements process to influence strategic planning and program development in determining programmatic funding in current and future year PPBE cycle. Conduct cross staff coordination at echelon to ensure COOP lines of effort are integrated into AFRICOM Operations, Actives, and Investments. Synchronize program activities within the AFRICOM AOR to include fostering collaboration to advance programmatic initiatives and Command priorities. Requirements Conditions of Employment One year trial/probationary period may be required. Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Visit This position requires the incumbent must be able to obtain and maintain a determination of eligibility for a Top Secret security clearance with eligibility for access to Special Compartmentalized Information (SCI) for the duration of employment. This is a testing designated position. Employee must pass screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter. This position is designated Mission Essential (M-E) in support of mobilization and wartime mission. Must obtain and maintain Country/Theater Clearance per the Foreign Clearance Guide located at: , and maintain no-fee passport and Visa. Obtain any vaccinations and pertinent immunizations, and complete any pre-employment screening for country entry. This position requires the incumbent obtain the following core SPED Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment. This position has a Temporary Duty (TDY) or business travel requirement of 30% of the time. Qualifications Term Appointment NTE 2 years - Position may be filled as a term appointment NTE 2 years. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position. Education This job does not have an education qualification requirement. Additional information Direct deposit of pay is required. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
