Job description
Duties You will develop and maintain detailed project specific schedules and daily tasking utilizing project management software. You will develop, analyze, and evaluate the effectiveness of workload forecasts, organization, manpower utilization, distribution of work assignments, management controls, information and documentation systems and similar functions of management. You will maintain personal knowledge of the day-to-day progress of all critical and near critical path production work. You will monitor the Production Plan-of-the-Day to ensure proper jobs are in adherence to set maintenance schedule. You will coordinate with other Project Schedulers within the department and various management officials to accomplish detailed scheduling of work and testing. You will alter schedules to accommodate the inclusion of emergency availabilities or major adjustments and changes in existing projects. You will coordinate and negotiate with internal and external organizations to develop ship schedule and refine short and long-range availabilities that meet operational requirements. You will work with ship project personnel to solve critical problems with conflicting production requirements, Project Sequencing and Scheduling (PSS) interface issues, plant conditions, and testing. You will prepare priority work lists that provide the order of the specific component repairs in a given timeframe. You will prepare detailed sequences for work and testing during key portions of the overhaul using the Critical Path Method scheduling technique in a multi-user/multi-project computer environment. You will work with the project planning/execution team to resolve schedule overloads and underloads. You will continuously monitor schedule load to maintain an achievable plan. You will discuss problems with the Project Superintendent and take action to resolve schedule overloads as conditions permit. You will communicate daily/weekly with project staff members on the accuracy of project schedules and tasking, including completion percentages. You will create weekly status reports to include cost, schedule, and performance measurements. You will identify areas of risk in completing production schedule dates and work with project staff members on the mitigation strategy. You will facilitate reviews of future availabilities and develop impact statements for emergent and routine availability schedule changes. Requirements Conditions of Employment Must be a US Citizen. Qualifications TO QUALIFY FOR GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying production planning principles to schedule ship maintenance activities. TO QUALIFY FOR GS-9: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying production planning principles to acquire the skills necessary to schedule ship maintenance activities. Education TO QUALIFY FOR GS-11: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: A Ph.D. or equivalent doctoral degree; OR Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR An LL.M., if related to the position being filled; OR A combination of experience and graduate education as described above that equates to one year of experience. TO QUALIFY FOR GS-9: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: A master's or equivalent graduate degree; OR Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR An LL.B. or J.D., if related to the position being filled; OR A combination of experience and graduate education as described above that equates to one year of experience.
