Job description

The Public Health Intelligence Analyst position directly supports public health and medical customers by identifying, creating, and sharing relevant and actionable intelligence and information through assessments, bulletins, briefings, and investigative support. This position acts as the intelligence liaison between the Orange County Intelligence Assessment Center (OCIAC) and other stakeholders. Key Responsibilities: • Serve as the primary point of contact for health-related threat intelligence within the fusion center's area of responsibility (AoR). • Coordinate the exchange of information regarding crimes, threats, risks, hazards, and terrorism impacting the healthcare sector. • Act as a liaison with local, state, and federal healthcare agencies, private medical groups, public health entities, EMS providers, and other relevant organizations. • Collaborate with the OCSD Private Sector Coordinator and fusion center staff to collect, evaluate, analyze, and disseminate health-related intelligence. • Develop and maintain a network of Healthcare Liaison Officers (HLO) across the AoR. • Organize and conduct regular meetings and briefings for healthcare stakeholders. • Respond to incidents as directed by fusion center management, acting as a liaison between first responders and the fusion center. • Provide timely and relevant intelligence to stakeholders through regular publications. Additional Responsibilities: • Attend relevant seminars, conferences, training events, and exercises; assist in the planning and execution phases of exercises. • Assist OCIAC's Critical Infrastructure Protection Branch in cataloging, assessing, prioritizing, and reporting on Public Health Sector related Critical Infrastructure and Key Resources (CI/KR). • Identify vulnerabilities, threats, consequences, and overall risk originating from natural or man-made threats, both intentional and unintentional. • Facilitate Active Shooter training for fusion center partners. • Manage the fusion center's BioWatch and FirstWatch programs. • Manage the integration and operational aspects of the Healthcare Liaison Officer Program within the fusion center. Required Qualifications: • Proven knowledge and experience in health disaster planning, emergency preparedness response, hospital/healthcare center operations, and local health infrastructure. • Familiarity with federal, state, and local policies and regulations related to public health and emergency management. • Experience in developing and maintaining collaborative stakeholder relationships. • Skilled in conducting complex research and analysis and coordinating activities with other professionals. • Ability to pass an Orange County Sheriff's Department background check, including a potential polygraph examination. • Must possess a SECRET level clearance prior to the start date and maintain this clearance throughout employment. • Ability to complete a Terrorism Liaison Officer course offered by the fusion center. • Incident Command System experience. • Prior experience with Reddinet or OD Map preferred. Education: • A Master's degree in public health, emergency management or a similar discipline is preferred, though significant work experience may be considered in lieu of a degree. Work Environment: • Flexible work schedule: Analysts will work a 4/10 schedule, with flexibility in start times, and must be willing to adjust their schedule as needed. Some after-hours availability and willingness to respond to the fusion center during an emergency are expected. Salary and Benefit Information: • The anticipated salary range for this position is between $70,000 and $80,000. However, this is not a guaranteed compensation or salary range; the actual salary will be determined based on factors such as experience, geographic location, and potentially contractual requirements, and it may fall outside of the mentioned range.
