Job description

Duties Serve as the principal advisor for all employee relations, performance management, suitability determinations and incentive awards personnel functions. Advise leadership on leave administration, hours of work issues, suitability reviews and other employee management support programs (performance improvement plans, disciplinary actions, and adverse actions). Manage team research, analysis and application of Employee Relations law, regulations, standard procedures, case law and guides of competent authorities to determine applicable requirements. Serve as the primary advocate in presenting Employee Relations study results and recommendations to the TF Director and Agency management for consideration. Qualifications To qualify for a Supervisory Human Resources Specialist (Employee Relations), your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Applying a wide range of HR concepts including, Employee Relations, Performance Management, Human Resources Management, suitability program and Incentive Award personnel functions. Determining effective utilization of resources, plans, and procedures to improve an HR Employee Relations program and operating procedures. Assessing civilian HR Employee Relations program effectiveness and recommend operations and methods to improve the program. Developing Employee Relations policies and procedures. Analyzing findings to provide advisory services to management officials on HR efforts and programs status. Planning, organizing, and/or directing team effort to persuade management officials to accept and implement recommendations that involve substantial resources. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
