Job description

Duties Apply legal, regulatory, and operational program guidance to the management of sexual harassment/assault (e.g., SHARP) cases and reports. (e.g., Reviews correspondence for compliance with agency correspondence directives) Provide program direction and guidance to others on sexual harassment/assault reporting procedures, confidentiality, and available resources to ensure their understanding and compliance with regulatory and procedural guidelines. Utilize crisis intervention and situational assessment and analysis techniques to provide support and assistance to victims of sexual harassment/assault prevention, response, and victim advocacy. Promote victim service resources that provide care for sexual harassment/assault victims, e.g., DoD Safe Helpline number, installation 24/7 SHARP hotline, and SARC/VA contacts. Monitor overall quality of information in databases (e.g., Integrated Case Reporting System (ICRS to ensure sexual harassment data is handled in accordance with established guidelines. Prepare schedules for completion of work based on an assessment of short- and long-term priorities. Assign work to subordinates based on priorities, considering the difficulty and requirements of the assignment and the capabilities of employees. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position may require temporary duty (TDY) business travel up to 25% of the time. May be required to carry a cell phone and be on call 24 hours a day, seven days a week on a rotational basis, based on the needs of the organization. Incumbent must obtain and maintain a Secret clearance, enrollment in Continuous Evaluation is required. Background checks against all records required by law, Office of Personnel Management, Department of Defense, and Army policy or regulation will be conducted prior to entering on duty in the position, IAW governing regulations, on a recurring basis. State Criminal History Repository check is required for all states of residence in the previous five and/or up to ten years. Must possess a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle. Within six months of employment must successfully complete required Sexual Harassment/Assault Response and Prevention (SHARP) training and obtain and maintain D-SAACP certification. Must complete all required training, obtain D-SAACP certification, and be placed on appointment orders prior to having any victim contact or access to victim information. Required to self-report civilian arrests, the filing of criminal charges, and/or convictions of any criminal offense to their supervisors. Five years or more providing SH/SA advocacy services in the military or private sector is preferred. Incumbent is required to serve a one-year supervisory probationary period, if not already completed. Strategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
