Job Title: Logs and Records: Technical Order Library Clerk (CTPL) Location: NAS Lemoore Pay: $52.84/hr ($44.94/hr base pay plus an additional $7.90/hr Health & Welfare for up to 40 hrs/week) Preferred Airframes: F/A-18 E/F/G BASIC FUNCTION SUMMARY • Technical Order Library Clerk: Maintains the activity's Central Technical Publications Library (CTPL) in a complete and current status per current regulations. Requisition, receive, screen, review, route, distribute as necessary and file all incoming technical manuals media. Monitors dispersed libraries and necessary control functions to distribute data. Complies with processes established for classified technical media receipt, stowage, distribution, inventory, and disposition in accordance with current regulations. Establishes dispersed libraries and necessary control functions to distribute data. Establish and maintain a training program for assigned library personnel, including dispersed librarians. Develop an automatic verification program using the guidance provided. Establish and maintain a program to audit the CTPL annually, dispersed libraries quarterly, and detachment libraries on return, in accordance with current regulations. Develop an effective check list/audit form to identify discrepancies during audits and corrective action noted. ESSENTIAL DUTIES AND ACCOUNTABILITIES Responsible for the establishment and maintenance of all required records and reports applicable to training programs. Deals with the customer in courteous, professional and effective manner. Coordinates and administratively provides assistance in developing license and certification process, including the development of examinations and OJT requirement in accordance with applicable Government/Company policies and instructions. Process and track all special process certifications and re-certifications for all employees. Maintains cleanliness of work center. Must manage CTPL IAW applicable customer requirements. Must have a thorough working knowledge of the management of manuals and publications. Ensure the publications, directives, MRC's in each dispersed TPL are kept complete and current. Coordinate publication procedures with all dispersed librarians in accordance with applicable Government/Company policies and instructions. Incorporate changes into main library and distribute to each dispersed librarian for incorporation into their libraries. Assist and train personnel in the use and maintenance of technical publications libraries. Provide technical manuals required to support the maintenance organization, receipt and distribution control of these manuals, as well as the responsibility for ensuring manual updating throughout the maintenance organization. Coordinate and keep the Quality Assurance Manager informed of all library functions. Coordinate and administratively provide assistance to personnel wanting access to the library. Dispose of outdated library items using approved customer methods Order publications, directives, MRC's etc. IAW customer policies and procedures. Provides internal control, distribution, and access to electronic publications. Maintains a computer file of all publications within the central/dispersed and site libraries. Conduct scheduled library audit/inventories of all work centers/site libraries as required. Submit Technical Publications Deficiency Report on noted discrepancies. Deals with the customer in courteous, professional and effective manner. Assists in flight line foreign object prevention walks. Perform other tasks as directed by management. Provides technical assistance, guidance and instruction as required. Maintains and/or completes required records and applicable forms Performs daily duties normally associated with this specialty. Practice good housekeeping, tool control, FOD awareness/prevention and safety at all times. Qualifications/Requirements: Must possess or be able to obtain a secret clearance. Must have a minimum of one (2) year experience in the management of Technical Publication Library in a Navy squadron. Must have completed: Aeronautical Technical Publications Library management course E- Must be able to read, speak, write legibly, and understand the English language. Shift work is required. High School graduate or equivalent, Navy Aviation Class A School (or military equivalent) for applied rate or possess a valid A&P license and recent aviation maintenance experience. Obtain any additional qualifications or license required to maintain aircraft and qualifications. Must be physically able to perform all assigned duties and able to lift 50lbs. Must have ability to inspect and maintain all company and customer assets, including all assigned Personal Protective Equipment (PPE), in accordance with applicable directives, and ensure that those assets are utilized in a safe, effective and efficient manner. Must have ability to participate in the investigation of any injury and/or the resolution of any problems in quality or performance that may hinder production or be detrimental to the program. Must participate in the training and qualification of new personnel. Must promote communication to enhance and encourage employee awareness of accident prevention, quality of work, and environmental compliance. Must promote positive communication with all site departments, company management, and our customers to ensure the proper execution of our contract. Must participate in required daily, weekly, monthly, quarterly, and annual training and ensure that it is documented in a timely manner. Complete initial attendance sheet daily, verifying your start time and proper accounting of all assigned PPE. Must be cleared and maintain clearance level required. PHYSICAL DEMANDS AND ENVIRONMENTAL CONDITIONS Physical Demands: This classification activity requires the scope of physical movements and postures normally associated with office/shop maintenance activities to include bending, stooping, walking, climbing, pushing, stretching, kneeling. May be required to lift objects whose weight normally will not exceed 50 pounds. Special vision abilities required to perform this job are close vision, peripheral vision, depth perception and the ability to adjust and focus. Work Environment: The diversity of work conditions may range from an environment where there is little or no physical discomfort, to an environment where inclement weather may subject individual to severe changes of temperature, wind, rain, etc. May be required to work in areas where high noise hazards prevail. May be exposed to fumes or airborne particles. May be exposed to electrical shock hazards.
