Job description
Delta Solutions & Strategies is seeking a Acquistion Specialist at Los Angeles AFB, CA. What you will be doing: Assist in guiding multiple teams across all Program Offices from the initial phase of the acquisition lifecycle through the contract award process by mentoring, advising, leading training workshops, reviewing documents, staffing documentation, scheduling meetings with senior leadership, and facilitating communication support in the formulation of acquisition strategy/plans and in the review of requirements documents across SSC programs as needed. Acquisition activities include sole source selections and competitive source selections at SSC. Ensure adherence to policy and guidance, technical approach and technical requirements, milestones, forecasts, risk assessment, and realism in achieving a product suitable for decision making. SSC programs are located at Los Angeles AFB, Peterson AFB, and Kirtland AFB with the majority of programs being located at Los Angeles AFB. On-site performance is required at Los Angeles AFB, with occasional travel historically averaging two (2) trips of several days per month to Peterson SFB and Kirtland AFB. Review and ensure Program Office teams' requirements and corresponding documentation comply with current DOD and Air Force best practices. Support the Program Offices in the following acquisition events: Go-Ahead, Early Strategy and Issues Session Preparation (ESIS-Prep), Early Strategy and Issues Session (ESIS), Acquisition Strategy Review Board (ASRB), Pre-Acquisition Strategy Panel (Pre-ASP)/Other Transaction (OT) Plan, Acquisition Strategy Panel (ASP)/Acquisition Strategy Document (ASD), Solicitation Review Board (SRB), Request for Proposal (RFP), RFP Release, and Hot Washes. Hot Washes are conducted after ASP/ASD approval, RFP release, and contract award. Support shall include the review, advice, and development of the corresponding event slides and documents after the above events. The month-to-month frequency in which these acquisition events vary and on average occur 15 times per month. The contractor shall provide consistent in-person coverage and support the activities concurrently. As SSC processes evolve, so may acquisition activities. As such, the contractor shall be required to support those evolved activities. Develop new and continuously improve existing training workshops to include scenario-based workshops to Program Offices across SSC including Los Angeles AFB, Peterson AFB, and Kirtland AFB to support programs in various stages of the acquisition. These workshops may include, but are not limited to, Acquisition Process Workshop, Program Objectives Workshop, Market Research Workshop, Risk Workshop, Framing Assumptions Workshop, Acquisition Schedule Workshop, Source Selection Phase I Training Workshop, Source Selection Phase II Training Workshop, RFP Planning Workshop, Advanced Sole Source Workshop, Source Selection Authority Training, etc. Training workshops may occur concurrently and take place on an average of 15 times per month may require travel to Peterson SFB and Kirtland AFB. All materials created, updated, and implemented in support of training will be considered Government property and will not have contractor's markings. Support the Commercial Satellite Communications Office (CSCO) with the development of new CSCO acquisitions and contracts and with modifications to existing contracts. The initial focus of the support will be centered around organizational needs, including a complex business system and an office relocation. The contractor shall support the CSCO by performing effective market research and generating applicable Market Research Reports and pricing/cost estimates, developing acquisition strategy and acquisition plans, composing Statements of Objectives or Statements of Need such as Performance Work Statements, Work Breakdown Structures (WBS) and other related documentation. All documentation shall be presented in the current format prescribed by the Defense Information Systems Agency's (DISA) Defense Information Technology Contracting Office (DITCO) or the Space Systems Command (SSC) Contracting Activity unless directed otherwise. What you will need: Security Clearance: TS/SCI Required Experience in the federal acquisition process, have a strong comprehension of Federal Acquisition Regulations and Defense supplements. Skilled in writing both acquisition and technical related documentation, possess excellent communication skills and be able to work independently and with various stakeholders. A background in systems procurement and/or the ability and enthusiasm to grasp the underlying requirements is essential. Advise Government teams using proposal scenarios and technical writing training in defining source selection discriminators. The contractor shall provide guidance on developing source selection documents (Source Selection Plans (SSP), Initial Evaluation Briefing, Comparative Analysis Report, Source Selection Decision Document, Evaluation Notices, Final Proposal Revision, etc.) IAW FAR, DoD, AF Instructions, and SSC policies. Prior experience with the development of these documents is required. Assist in the development of selection tools, procedures, and processes. Educate source selection teams on the procedures, processes, and use of source selection tools. Relevant examples shall be provided during training sessions to enforce working knowledge of the tools.
