Job description

As the Acquisition SME for SSC/BZ, the candidate will need to have advanced skills in Acquisition Strategy, Program Planning, Acquisition Knowledge Management, Acquisition Reporting, and Strategic Communications Schedule, prepare and participate in meetings at the appropriate classification level, such as Integrated Product Team (IPT) meetings, technical interchange meetings, working group meetings, process improvement meetings, etc., with Government and Contractor organizations. Prepare presentation materials, special technical reports, and papers as requested, and provide the Government with copies of all materials presented at the meetings. This information shall be delivered to the Government as Technical Reports, Presentation Material, or Conference Minutes, whichever is more appropriate. Ability to work within the Directorate electronic data environment (Teams, LiveLink, SharePoint, or equivalent), collect, store, and maintain Division (Delta) meeting minutes and action items; internal point papers, studies, and briefings presented to the Division (Delta) Chief. Directorate, Division (Delta), Branch and Section data management will be performed and maintained at the Division (Delta) level. Acquisition Strategy and Planning - Review program solicitation documentation, such as acquisition strategy, systems engineering plan, IMP, IMS, and CDRLs for adherence to policy/guidance; consistency in implementation of its acquisition strategy, technical approach/requirements, acquisition policy/guidance, milestones, forecasts, and risk assessment; and realism in achieving a product suitable for the warfighter within cost/schedule/performance constraints. Recommend program acquisition strategies IAW FAR Subpart 7.1. and perform market research IAW FAR Part 10. Collect, analyze, store, and distribute acquisition "lessons learned" from SSC and other organizations to promote increased efficiencies, timeliness, and effectiveness. Implement Agile methodologies for Program Management and Software Development efforts in support of 804 rapid prototyping efforts. Program Planning - Develop and provide multiple options (typically no less than three) for Government consideration to achieve a Government identified goal or set of goals. Upon Government selection of an approach, goal or set of goals, analyze them to determine the relative probability of success against cost, schedule, and technical performance. Identify the required resources and schedule to implement each of these approaches. The Contractor shall analyze these goals to define the variety of steps, resources, and experience level(s) necessary to accomplish a given task and advise and assist the Government in organizing and establishing the Integrated Product Teams for each major product or work area in the Work Breakdown Structure. Acquisition Knowledge Management - Identify, collect, organize, compile, and assimilate cost, schedule, performance, and programmatic acquisition information to document program planning and execution. Draft, review, coordinate, and process program acquisition and sustainment information suitable for public release to industry, media, trade publications, international partners, and other program stakeholders. The Contractor shall not release the information without Government approval. Create, maintain, and update program acquisition and sustainment information databases for purposes of consistency, accuracy, and availability of program documentation throughout the acquisition lifecycle. Draft, assemble, and prepare program acquisition and sustainment information point papers, briefings, articles, media releases, and other written material for Government review and approval. The Contractor shall record the results of their activities. The estimated product frequency for this activity (3.2.3) is as required. Provide agile methodologies for Program Management and Software Development efforts including support for agile coaching, PI planning and required training (e.g. DevSecOps, CICD, SAFe) in order to migrate from standard waterfall acquisition to agile acquisition. Other Acquisition Reporting - Develop, maintain, and update acquisition/financial reports and associated communication plans/strategies for specific program office requirements and special interest programs. Validate that data in the acquisition reporting system agrees with data in the appropriate Government Congressional, programmatic, contractual, and financial/ accounting system and report differences to the Government. Use but are not limited to standardized and specialized software applications such as Microsoft Office, SMART, IDECS II, FM- Suite, EDA, CCaR, PIEE and other DoD/OSD/DAF/USSF/SSC mandated systems as well as program repositories and products such as launch manifests, procurement plan, acquisition strategies, and communication plans/strategies External Communications Support - Support existing external communications, and public relation products IAW Director's strategy. These products and release of products shall be coordinated with the Director, Public Affairs and STRATCOM. These products include: community/media relations; conducting media surveillance (local/national media, trade/defense publications) and collecting/disseminating information to the Director and his or her staff; providing Directorate education, as well as outreach presentations and associated media requests. Minimum/General Experience: 15+ years experience required. Required Education: BA/BS Degree Clearance: TS/SCI Salary information below is a general guide only. Salaries are commensurate with experience and qualifications, as well as business and market considerations. Work Environment This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, scanners, filing cabinets and fax machines. Physical Demands This is largely a sedentary role mostly sitting; however, some filing maybe required . This would require the ability to move files, or boxes with file data, open filing cabinets and bend or stand as necessary, ability to lift up to 40lbs. Mental Demands: Reading; communicate effectively (verbal and written); maintain emotional control and professionalism. We hire military.
