Job description
Support SSC/SN organization, and mission partners, with a broad range of financial management support and supports high-visibility or mission critical aspects of a given program and performs all functional duties independently. Oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job. The Financial Reconciliation Analyst will be responsible for conducting daily comparisons of Government program office C/O/E records against Government accounting records to identify and record any discrepancies. The ideal candidate will have experience in financial reconciliation, data analysis, and problem-solving. Additional Job Functions: Conduct daily comparisons of Government program office C/O/E records against Government accounting records to identify and record any discrepancies Identify the cause of discrepancies and recommend corrective action to correct the errors Perform lower-level analysis, including reviewing DFAS internal data and reports, vouchers or payments of record, and conducting discussions with the Administrative Contracting Officer and personnel from other funding sources Analyze program office contracts and funding documents, as well as program Contractor invoices, CFSRs, and CPRs of the acquisition prime and sub-Contractors Communicate or visit the paying and accountable station(s) to review internal documentation upon approval of the SSC/SN Program Budget Chief Review all Lines of Accounting on the Open Document Listings and process all required documentation to ensure Defense Enterprise Accounting & Management System compatibility Review and analyze the basic contract and all modifications thereto Prepare and submit Correction Action Instruction (CAI) packages via email to DFAS to resolve discrepancies Track the status of packages submitted to DFAS and review pertinent cost, accounting, and finance data within the associated funding, obligating, and expenditure documents Provide copies of the CAI to the SN budget analysts for tracking or additional follow-up and maintain all CAI related material in CCaRs Reconciliation Issues Tool Track the status of all reconciliation actions completed and remaining, and submit a final report at the end of the Task Order summarizing all reconciliation efforts and unresolved discrepancies Additional Responsibilities: Tools, Process, and Procedures: Able to support the development, procurement, data collection, usage, modification/enhancement, implementation, integration, testing, documentation, verification, validation, protection and maintenance of tools, processes, guidelines, methodologies, models, simulations, databases, web sites, reports and applications to support the execution and management. Experienced with standardized and specialized software applications including: Microsoft Office, GAFS, MOCAS, FM-Suite, WAWF, Electronic Document Access (EDA), Standard Contract Reconciliation Tool (SCRT), Shared Data Warehouse (SDW), CCaR, CRIS, Live Link, Integrated Accounts Payable System (IAPS), or their replacement Accounting and Finance system(s). Document Review and Assessments: Able to review program documents for consistency with applicable military, federal, state, local, contractual, commercial, or international statutes, regulations, policies, publications, directives, instructions, executive orders, codes, requirements or standards and report findings to the Government Strategic Support: Able to perform all functional duties independently. Build staff packages, comprehending and applying concept/guidance, effectively implementing instructions/polices into routine performance Minimum Education & Certification(s): Master's degree in a related field, such as Management, Business, Economics, Finance, Accounting, Mathematics, Science, Technology, Engineering, Statistics required. No Master's Degree requires an additional 4 years or more of relevant experience. Minimum Yrs. Experience and/or Expertise: 10 years or more directly applicable experience in DoD Financial Management. 8 years or more shall include duties/assignments specifically in support of space programs - AFSPC or SSC experience a plus. 5 yrs. or more with CCAR, 3 yrs. or more FM Suite and WAWF, 5 yrs. or more with MS Office. Clearance: Secret Location: El Segundo, CA (Hybrid Telework Available; No Fully Remote) Salary information below is a general guide only. Salaries are commensurate with experience and qualifications, as well as business and market considerations. Work Environment This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, scanners, filing cabinets and fax machines. Physical Demands This is largely a sedentary role mostly sitting; however, some filing maybe required . This would require the ability to move files, or boxes with file data, open filing cabinets and bend or stand as necessary, ability to lift up to 40lbs.
