ABOUT THE POSITION
The preferred candidate will have the ability to proactively manage innovative projects related to electrification and optimizing use of renewable energy. Self-driven professional, with the ability to establish and strengthen a wide variety of work relationships. We are looking for excellent written and oral communication skills, engaging presentation abilities, and the ability to communicate complex ideas, and meet constantly changing priorities.

Additional Preferred Skills

  • Three or more years managing energy sector related projects and pilots.
  • Ability to demonstrate understanding of local government administration, finance, and procurement.
  • Ability to collaborate closely with Manager of Energy Programs and Energy Programs Analysts to implement projects and pilots.
  • Ability to transition success pilots to programs portfolio and integrate into existing CRM.

  • Researching and analyzing Energy Programs strategic initiatives as they relate to innovative technologies, regulations, rates, and vendors.
  • Developing and tracking performance metrics, producing projections of program impacts, and utilizing analytics tools to develop project and pilot designs.
  • Developing and executing requests for proposals (RFPs) including defining objectives and evaluation criteria, coordinating with the communications team for publication, evaluating proposals, and recommending awards, as necessary.
  • Developing contracts for project contractors, vendors, and consultants.
  • Tracking and managing deliverables, schedule, and budget as outlined in executed contract.
  • Ensure all projects adhere to relevant regulations, standards, and safety protocols. Identify potential risks and develop mitigation strategies.
  • Developing materials for internal and external presentations and meetings, including staff reports and internal reports on project updates.
  • Present to stakeholders, including senior staff and the Board of Directors, as well as external events and conferences.
  • Oversite of projects that may include a review of construction drawings, permitting, land acquisition, bid drawings for construction, construction administration, inspection and operations oversight.
  • Collaborate closely with various teams to implement projects and pilots.
  • Conduct projects, evaluate alternatives, make sound recommendations, and prepare technical reports.
  • Other duties as assigned.
TYPICAL QUALIFICATIONS
Minimum Qualifications

Knowledge of:
  • Proficiency in project management software and tools (e.g., MS Project, Asana, Trello).
  • Energy technologies and sustainability practices.
  • Energy technologies include EV charging, battery storage, and demand response.
  • Industry trends and best practices to recommend enhancements to existing energy programs and practices.
  • Best practices for managing projects from preliminary through implementation phases.
  • Principles and practices of project management and evaluation, including goal setting, scheduling, the development of objectives, work planning and organization, budgeting, purchasing, and contractor management.
  • Records management principles and practices.
  • Capital Improvement Program budgeting and funding practices.
  • Applicable Federal, State, and local laws, rules, regulations, ordinances, and organizational policies and procedures relevant to assigned area of responsibility.
Ability to:
  • Understand, interpret, and successfully communicate both orally and in writing, pertinent department policies and procedures.
  • Apply strong writing and presentation skills.
  • Manage multiple priorities, meet deadlines, and quickly adapt to changing priorities in a fast-paced dynamic environment.
  • Take responsibility and work independently, as well as coordinate inter-department team efforts.
  • Develop and administer contracts for professional services in a public agency setting.
  • Effectively conduct meetings and make presentations to various groups.
  • Prepare clear and concise reports, correspondence, and other written materials.
  • Establish and maintain a variety of filing, record-keeping, and tracking systems.
  • Operate office equipment and computer applications related to the work.
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
Education
Bachelor's degree from an accredited college or university with major course work in engineering, environmental studies, economics, business, or another related field.

Experience: Four (4) years of experience in project management, specifically in energy or related fields.

Licenses: Possession and continued maintenance of a valid class C California driver's license, safe driving record, and evidence of insurance.

Certification
Project Management Professional (PMP) certification is a plus but not required.

Working Conditions
The physical demands described here are representative of those required for the position. Position requires sitting, walking, standing, bending, and twisting in the performance of daily activities. The position requires hand manipulation and repetitive hand movement and fine coordination in using a computer keyboard. The position requires near and far vision in reading reports and use of a computer. Acute hearing is required in supporting meetings and providing phone and in-person customer service. The position occasionally requires lifting and/or moving objects up to 40 pounds. 3CE will make reasonable accommodation of the known physical or mental limitations of a qualified application with a disability upon request.

HYBRYID WORK SCHEDULE AS DESIGNATED BY CEO:
Current remote workdays are scheduled on Monday's and Thursday's OR employees may elect to work a 9/80 work schedule with alternating Friday's or Mondays off.

BENEFITS: 3CE offers a competitive benefits structure to its full-time employees.
RETIREMENT - E mployees contribute 10% of their salary on a pre-tax basis towards the PARS retirement system. Employer contributes 10% towards PARS.
HEALTH INSURANCE - 3CE pays $1600.00 towards employee and family medical, dental, and vision. 3CE contributes up to $2400 annually towards flexible spending benefits and $3600.00 towards HRA.
HEALTH & WELLNESS - 3 CE contributes $1,000 per fiscal year for health, wellness, and EV reimbursement.
DEFERRED COMPENSATION - 3CE offers 457 deferred compensations.
PTO - Accrued by tenure. 160 hours cap.
CELL PHONE ALLOWANCE - This position is eligible for a cell phone allowance of $50.00 monthly.
