The Regional Planner is recognized as an expert on short-term and long-range planning priorities for the assigned Region. Typical work assignments include: Supports the Regional Office in the annual process of receiving headquarters program priorities and developing corresponding regional plans to execute the priorities. Serves as a technical expert in short-term and long-range planning. Tracks new and ongoing programs, projects, initiatives and procedural changes, and analyzes for regional impacts. Works with regional leadership and staff to develop operational plans for efficient and effective program implementation and administration across the Region. Independently leads and coordinates development of customized regional security operations plans, such as National Special Security Events (NSSE), Special Event Activity Rating (SEAR)Events, and Regional Resiliency Assessment Program (RRAP) projects in conjunction with partners, stakeholders, and Regional leadership and staff. Facilitates the participation of private sector critical infrastructure owners and operators in the planning process, incorporating their requirements and capabilities into regional plans, as applicable. Participates in and advises the regional leadership, staff and regional personnel during planning and execution of incident response, including exercises, and provides planning support for diverse regional activities. Serves as the region's subject matter expert on all plans and uses available operational and critical infrastructure analysis to produce regional and district-level replanning documents. Provides day-to-day mission support capabilities to the Region as part of the Operations Team. Help Requirements Conditions of Employment You must be a U.S. citizen. This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations (5 U.S.C. and 5 CFR Part 752, as applicable). This position requires a pre-employment drug test. All applicants tentatively selected for this position will be required to submit to a drug test to screen for illicit/illegal drug use prior to receiving a final offer of employment. A final offer of employment is contingent upon a negative drug test result. Must live within 50 miles of duty location or be relocated by Entrance on Duty. This position will infrequently require work hours beyond a normal business operations schedule. (Weekend work and irregular hours may be required for response and recovery operations being supported by the region). Qualifications To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying. You qualify for the GS-12grade level, if you have: EXPERIENCE: I have at least one (1) year of specialized experience at the GS-11 grade level (or equivalent) in the Federal service or if outside the Federal service performing the following duties: Presenting the critical infrastructure systems, dependencies and interdependencies and various natural, technological, and human-cause or terrorism threats and hazards that may impact these systems; AND Assisting in the development, reviewing, and revising of strategic and operational continuity and hazard plans, policies, and procedures; AND Demonstrating the ability to use analytical and evaluative methods and techniques, including quantitative and qualitative analyses to conduct studies concerning critical infrastructure protection or related activities and conduct cascading effects analysis; AND Initiating fact-finding techniques; oral and written communications; meeting facilitation; and development of presentations, reports, and plans sufficient to produce regional and district-level reports, develop regional plans, and facilitate and advise on the operational planning execution. You qualify for the GS-13 grade level, if you have: EXPERIENCE: I have at least one (1) year of specialized experience at the GS-12 grade level (or equivalent) in the Federal service or if outside the Federal service performing the following duties: Assisting with the National Preparedness System sufficient to develop, revise strategic and operations plans and associated policies and procedures; AND Processing and applying the National Infrastructure Protection Plan, Cyber Incident Response Plan, National Emergency Communications Plan, and associated Public Law, Presidential Policy Directives and Executive Orders sufficient to drive regional planning activities; AND Developing critical infrastructure systems, dependencies, and interdependencies and various natural, technological, and human-cause or terrorism threats and hazards that may impact these systems; AND Developing, reviewing, and revising of strategic and operational continuity and hazard plans, policies, and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.
