Department Overview

The Wildfire Risk Organization is responsible for assisting the company to act decisively and transparently to prevent fires of consequence from being caused by our equipment. The organization will develop objectives to 1)prevent fires of consequence originating from our equipment; 2) meet all commitments outlined in our Wildfire Mitigation Plan; 3) continue to foster trusted relationships with key stakeholders; and 4) Develop consistent processes and work standards through the implementation of the Lean Operating System for sustainable operations.

Position Summary

The Regulatory Strategist plays a crucial role in supporting Client wildfire risk reduction efforts. The role leads the development strategic plans to meet regulatory or internal wildfire risk reduction goals. The role leads the deployment of processes and tools to track and monitor wildfire mitigation activities. This individual engages with diverse and cross-functional partners to educate and engage Client communities, customers, partners and others regarding wildfire risks and risk mitigation activities. The individual will lead large and complex cross-functional teams in gathering, drafting, finalizing and providing written and oral responses and testimony in wildfire-related regulatory, legislative and other proceedings, workshops, and hearings. This is a fast-paced, high-impact and high-visibility role that puts this individual right in the center of the company's vast wildfire mitigation activities.

This position is hybrid, working from your remote office and your assigned location based on business need.

Position location is flexible throughout Client service territory.

Job Responsibilities

  • Lead and facilitate cross-functional regulatory/legal/LOB teams on all aspects of the assigned programs that are most complex, including review and assist subject matter experts and leadership with development of written and oral responses and testimony, work papers and discovery responses and communication materials in wildfire-related regulatory filing, legislative and other proceedings, workshops, and hearings.

  • Lead the development of the annual Wildfire Mitigation Plan, including developing project plan, managing strategic priorities, and coordinating with stakeholders on strategic mitigation activities and analytics/reporting requirements.

  • Develop strong and close working relationships with all strategic programs and LOB partners. Utilize knowledge of utility industry practices and/or benchmarks with industry peers to provide insights to teams in support of strategy development.

  • Demonstrate program leadership by analyzing regulatory requirements, proposed decisions, or other regulatory filing and provide insight into implications and make recommendations of possible course of action related to comments and/or proposed decisions as a whole.

  • Coordinate with LOB partners to meet requirements on assigned programs through written testimony, supporting documentation, and/or development of strategic programs/activities. Anticipate, understand the regulatory impact to work product and proactively raise and address issues with stakeholders.

  • Lead peers and partner organizations to develop and implement new and/or improved procedures, processes, controls, and best practices to track and monitor wildfire mitigation activities

  • Develop and provide the most appropriate and effective program metrics and reporting, including develop content and format for reports and dashboards to stakeholders and senior leadership team on all aspects of the Community Wildfire Safety Program; Synthesize complex and diverse datasets to facilitate strategic decision-making.

  • Lead wildfire risk reduction benchmarking engagements with other utilities, industry groups, government partners and others.

  • May lead development of centralized Cloud-based platform for internal work management and database for managing/tracking of written materials for wildfire mitigation activities or special projects

  • Work autonomously and serve as a team lead to provide direction to less experienced employees.

    Qualifications

    Minimum:

    Bachelors Degree or equivalent experience

    Job-related experience, 10 years

    Desired:

  • PMP Certification

  • Highly skilled and/or has significant experience in project or program management and solid organizational skills, PMP certification desired

  • Excellent interpersonal skills, ability to build trusting relationships to align multiple stakeholders around strategic priorities

  • Highly exceptional writing skills, experienced with analyzing complex and technical content and translating into easily digestible content and compelling storytelling for wider audiences.

  • Ability to influence leaders inside and outside of the department through data analysis, insights and recommendations

  • Strong presentation skills to effectively convey complex issues to internal and external parties of various levels

  • Strong analytical and creative problem solving, strategic decision-making ability
