Description Position Type: Full-Time, Exempt Work Location: Oxnard, CA Pay Range: $140,000 - $160,000 annually Systems Application & Technologies, Inc. (SA-TECH) is a progressive and well-established Department of Defense (DoD) contractor specializing in Range operations and maintenance (O&M); weapons testing; facilities management; aerial, ground and seaborne targets O&M; technical, logistics and other engineering support; systems integration; electronics and communications maintenance services; and a growing cybersecurity business. SA-TECH is currently looking to hire a Deputy Operations Manager for our Department of Defense (DoD) programs and business development opportunities. The position is based out of our West Coast Operations offices in Oxnard, CA. The Deputy Operations Manager will provide oversight, support, and management of SA-TECH's DoD contract portfolio and our individual contract Program/Site Managers. The position reports directly to the Senior Vice President/Chief Operating Officer, who will also provide guidance and mentorship. A minimum of seven (7) years of progressive leadership experience in Operations and Program Management of DoD contracts is critical to success in this role and NO CANDIDATES CAN BE CONSIDERED WITHOUT THIS EXPERIENCE. Essential Duties and Responsibilities include the following: Support Program/Site Managers who are managing and executing individual contracts in the following areas: DoD Contract Execution (cost, schedule, performance) Financial performance Customer satisfaction Union Negotiations Assist the SVP/COO in the development and execution of strategic engagement plans with customers and prime contractors.
Ensure the effective implementation of corporate tools as well as quality (ISO & AS9100D) and safety initiatives on each program.
Work closely with the SVP/COO and our Business Development Team to develop and execute a business growth strategy.
Support the Business Development Team with new and re-compete business capture and pipeline development.
Other duties as required.
Requirements Education/Experience/Skills Bachelor's degree from four-year college/university (desired) or a minimum of 10 years of above relevant experience in lieu of degree.
In addition to the educational requirements, a minimum of seven (7) years of progressive leadership experience in Operations and Program Management of DoD contracts is required. This is critical to success in this role and no candidates can be considered without this experience.
Five (5) years of contract management experience with a clear understanding of HR, Finance, Security, and communication necessary to successfully execute the day-to-day operations of the program portfolio.
Self-motivated, competitive, and organized, with a strong business background.
Experience with business development activities desirable.
A willingness and inclination to constantly learn and be coachable.
Strong track record with people leadership.
Significant experience with DoD contract activities is required.
Outstanding demonstrable verbal and written communication skills.
Above-average MS Excel experience/skills.
Ability to travel 20%.
Must already possess a federal security clearance at the Secret level or higher (or the ability to be cleared prior to start).
