Job description

Duties You will support the assigned program and provide direct support to the Program Office. You will coordinate requirements and serves as the liaison within the Logistics Division for project management, technical, financial, logistical and training support. You will be the technical/logistics liaison on the waterfront between NSPO and FISC LSC and CLASSRON to resolve technical emerging issues. You will provide design consultation and recommendations to other organizations and agencies. You will develop a plan for project accomplishment and break the project into smaller tasks which may be personally performed or assigned to other team members to result in timely accomplishment of the overall assignment. You will provide engineering/technical/consultant services and training during Installation and Checkout, Integration Tests, CSSQT, SAT, certifications or other TE efforts at shipyards, onboard ships, test sites, contractor sites, and commands. You will provide problem identification and resolution, instruction in performance of maintenance/installation procedures or provide technical information/advice relative to specific equipment at each site. You will provide technical consultative information and keep informed of relevant technical information relative to the system design, operation, and support. You will provide technical advice/assistance to employees and management to determine training and handling needs and develop plans for meeting organizational mission requirements as well as the needs of various employees/Fleet. You will provide advice to supervisors and administrative training coordinators to answer regulatory and procedural questions regarding training and developmental curriculum programs. You will determine long-range developmental and technical needs, and determine best approach to achieving organizational and individual developmental goals. You will present position papers proposing new programs, prepare evaluation reporting on the effectiveness of established programs and the training cost effectiveness of training interventions. You will advise upper management on organizational and corporate training programs and the experience in industry and elsewhere in the government. You will design, schedule, and arrange training on a full range of courses to support the Command's employee development goals and Program specific requirements. You will provide technical guidance for procurement actions, such as generation or review of procurement documentation and/or specifications for the entire equipment/system or any portion thereof. You will provide technical evaluation of, and solution to, fleet problems, including reviewing problems reported in messages, CASREPs, Feedback reports, emails or other problem reporting processes. You will consult with managers to articulate new and emerging training development needs, devising instruments and leading efforts to articulate, quantify, and establish priorities for novel training interventions. You will establish priorities for the Command to sponsor and develop developmental programs in priority development areas. Requirements Conditions of Employment Must be a US Citizen. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. This is a bargaining unit position. Qualifications For the GS-12 Level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-11) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying electronics engineering principles and methods to provide technical guidance, test, and evaluate operational problems on electronic systems, equipment, or components for the improvement or optimization of weapons systems. For the GS-11 Level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-10) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying electronics engineering principles and methods to test and resolve operational problems on electronic systems equipment or components for the improvement or optimization of weapons systems.
